Neighborhood Recognition Awards

The Raleigh Citizens Advisory Council recognizes individuals and organizations that have made significant contributions to neighborhoods across Raleigh with its annual Neighborhood Recognition Awards.

Officers of the city's 18 individual Citizens Advisory Councils make up the Raleigh Citizens Advisory Council. Each year, it invites the CACs to nominate individuals, groups, nonprofits, grassroots organizations and businesses for Neighborhood Recognition Awards.

Award Categories

  1. Residential property or privately-owned, small business property that has made a significant impact on the quality of life within its CAC district.
  2. Educational institution or nonprofit organization that has partnered with a neighborhood group or organization.
  3. Community service project within its CAC district.
  4. Individual who has contributed significantly to the well-being of the CAC community.
  5. A grassroots organization or neighborhood group within the CAC.

Award Selection Criteria

The individual CACs use the following evaluation criteria when reviewing and selecting their honorees. CACs determine how well the project/person/business/group improved the neighborhood by:

  • Enhancing the visual environment;
  • Preserving the character of the area;
  • Improving buildings, landscaping, or signage;
  • Preserving or enhancing the natural environment; or
  • Contributing to the community and neighborhood initiatives.

2011 Winners

Winners of the 2011 Neighborhood Recognition Awards and the CACs that nominated them were:

• Powell Elementary School and Powell Elementary PTA (East CAC), which provided meals, supplies and information to residents of the Lockwood neighborhood after the April 16 tornado strikes.

• Community SCALE (Five Points CAC), a community organization that advocates for the preservation of residential neighborhoods and opposes development that it believes threatens their character and integrity.

• Wedge Garden Team (Hillsborough CAC), which turned a vacant lot on Park Avenue into a community garden for residents of the Pullen Park, Cameron Village, Cameron Park and West Morgan neighborhoods.

• Mary Cates (Glenwood CAC), a former member of the Raleigh City Council and mayor pro tem, who has advocated for the Raleigh City Museum, was a motivating force in the founding of the Community Music School, and continues to work on behalf of the community.

• Philip Bernard (Mordecai CAC), who started the Person Street Partnership, which is working to create a vibrant business community on Person Street on the north end of downtown Raleigh.

• Teen Outreach Program at Tarboro Road Community Center (North Central CAC), which provides a variety of after-school programs for teens in Southeast Raleigh.

• Barbara Lynn Stanley Latta (Six Forks CAC), a member of the Briarwood community who hosts a back-to-school watermelon party that has become an annual tradition in her neighborhood.

• William Spann, retired athletic director and professor at Shaw University (South CAC), who raised funds and recruited volunteers to renovate and landscape the Shaw Farm as a meeting and recreation site for alumni, friends and neighbors.

• Wanda's Little Hands Education Center (Southeast CAC), a five-star child care center on Poole Road serving the Southeast Raleigh community.

• Ray Price Harley Davidson (Southwest CAC), a business on South Saunders Street that has supported or sponsored events for the benefit of tornado victims, Toys for Tots, the N.C. National Guard, Homes for Our Troops and the USO.

• Isabella Cannon Park Master Plan Committee (Wade CAC), a group of volunteers who participated in the process that led to the renovation of Isabella Cannon Park on the corner of Gardner Road and Kilgore Avenue.

Additionally, the RCAC announced a special honor for Anne Weathersbee, former chair of the North CAC, for more than 30 years of service to the community.
