Since landfill operations concluded in 2008, survey and geotechnical investigations have allowed the project partners to refine the design of the borrow site (see below).

An elementary school was expected to be the first element on the site, but due to economic and population changes, the City of Raleigh is proceeding with the implementation of the park elements. These elements, from the 2006 Post Closure Plan, include ball fields, multipurpose/football fields, a skate park, maintenance area, restrooms, and a comprehensive community center.

The necessary infrastructure, including roads, parking, utilities and stormwater measures, will be planned and phased in conjunction with the future, unfunded elementary school.

History and Background

In 2006 Wake County Government completed a Post Closure Land Use Master Plan for the North Wake Landfill on the north side of Durant Road. Included in the Plan was a collaborative effort to utilize the "borrow site," where soil had been stored, as a community park and elementary school. The Plan included extensive public input and is endorsed by the Raleigh City Council, the Wake County Board of Commissioners, and the Wake County Board of Education. These three partners have signed an interlocal agreement to proceed with the planning and phased implementation of the park elements included in the plan.

In July, a project update was given at the Parks, Recreation and Greenway Advisory Board meeting at Jaycee Park.

Project Scope

Phase I of the project includes the following elements: a comprehensive community center, three multipurpose/football fields, and a comfort station. The necessary infrastructure, including roads, parking, utilities and stormwater measures, will be planned and phased in conjunction with the future, unfunded elementary school.

Budget

Construction of the Dunn Road Community Park is funded by two items from the 2007 Parks and Recreation Bond Referendum. The Northeast Raleigh Community Center ($9M) was approved prior to a site being designated. Extensive public review of two sites, Durant Nature Park and the undeveloped Thornton Road Community Park, was conducted before the Raleigh City Council decided that the Community Center should be located at the former landfill site. The Northeast Raleigh Active Recreation Partnership ($2M) is intended to develop outdoor active recreation opportunities in northeast Raleigh.
