A Notice to Proceed was issued to the Contractor for a July 11, 2011 construction start date. Construction is scheduled to take close to a year with the facility opening late summer 2012.

History and Background

In 2007, Raleigh Parks and Recreation held a Master Plan process for Timberlake Neighborhood Park (renamed Hill Street Park in 2008).

The approved Master Plan concept is to create a nature-oriented, walkable, and education-oriented neighborhood park. The plan provides a core area of community center development that minimizes intrusion into sensitive areas and allows trails through the three plant communities: Bottomland Hardwood, Mesic, and Pioneer Pine forests.

Hill Street Park is a mostly wooded, 16-acre site located in East Central Raleigh. The City of Raleigh purchased the park in 1973 through the Land & Water Conservation Funds (LWCF) program administered by the National Park Service.

Beaver Dam Creek forms the west boundary of the property. A Progress Energy transmission line right-of-way and City of Raleigh sewer easement run the length of the property.

In 2003, a Parks and Recreation bond referendum, which funded a portion of the development costs, was approved by voters. Participants of the master planning process had indicated that construction of the neighborhood center was their first priority.

The park address is 2307 Hill Street.

Project Scope

Development of a neighborhood park. Phase 1 includes a new neighborhood center with a large multi-purpose room, an activity room, a kitchen, and support spaces including a conference room. A sheltered outdoor classroom will be located across a plaza from the building, and a playground will be constructed just to the west, down-slope. The project includes a green roof and rain gardens to address stormwater issues.

A park-wide trail system will be constructed in a later phase.
