History and Background

The Neuse River Corridor Master Recreation Plan was adopted by the Raleigh City Council in 1996. The Plan recommended the protection of the full flood plain of the Neuse River and the development of a 10-feet wide asphalt path. The City received a grant from Clean Water Management Trust Fund for the acquisition of flood plain areas on each side of the Neuse from NC401 south to Skycrest Drive right-of-way. The City has actively pursued and aquired all properties along the corridor with the exception of one.

In 2007, the residents of Raleigh approved the Parks Bond Referendum which included funding in the amount of $13 million for the construction of the Neuse River Trail. The total estimated cost for the project is approximately $30 million. Funding partners and other fund sources are being sought to allow for the completion of the Neuse River Trail.

In January 2009, the City contracted with Stewart Engineering to prepare construction plans for the Neuse River Trail. The Trail was broken into sections that will be managed separately during construction. The section from NC401 to Skycrest Drive will connect two road rights-of-way and will extend and link other sections of the trail.

Project Scope

The Neuse River Trail, NC 401-to-Skycrest Drive right-of-way section is approximately 7 miles long. This project includes three bridges over the Neuse River. The trail will begin in Horseshoe Farm Park and cross the river to the south side of the Neuse. Additional bridges over the Neuse River will be located at Buffalo Road Athletic Park and at Skycrest Drive Right of Way. Parking will be provided at Horseshoe Farm Park, Trailhead Drive, Buffalo Road Athletic Park and at the intersection of Skycrest Drive and Abington Lane.

Goals and Objectives

The goal is to construct a 10-feet wide asphalt path along the entire length of the Neuse Rive in Wake County. This is one section of that trail.
