Residential Building Stand Alone Permitting

Process Description:
A Stand Alone - Residential is a single trade plan review such as electrical, plumbing, mechanical or fire protection. Residential Stand Alone reviews are only applicable for One and Two Family Dwellings including Town Homes for residential use.

These reviews will not include building or site review. These reviews are not the same as a "Walk-Thru" review.

(Walk-Thru or Walk-Through reviews are permits that clients can wait for such as SFD deck, additions, alterations, stubs, street cuts or signs.)

Exeptions to the process:
If property is confirmed to be zoned in a flood plain, the project plans must be routed through plans review and can not be processed as a walk-through.

Are there any prerequisites to this process?

  • Contractor information (contractor license, contact information, business license, workers compensation, liability insurance, etc.) must be complete, current and valid in the City of Raleigh Contractor file. Contact the Development Services Customer Service Center at (919) 516-2495 to confirm the accuracy of all required data
  • Contractor must have a City of Raleigh Business License, if work is being done within the Raleigh City Limits
  • Contractor must have proof of Workers Compensation, if applicable
  • Permit issuance for properties with Fire Damage must schedule an inspection prior to submitting Stand Alone building permit requests. To schedule a Fire Inspection call the DSCSC (919) 516-2495. This inspection will provide the property owner with a list of required areas and materials that will need to be replaced to meet current building code.

How do I start the process?

  • Complete a City of Raleigh Permit Application and submit it to the DSCSC located at One Exchange Plaza Suite 400, Raleigh, NC or the Litchford Satellite Office located at 8320-130 Litchford Road, Raleigh NC

  • Contractors may use the on-line application to process permits only for electrical, mechanical, and/or plumbing permits for minor alterations and repairs. Complete an on-line ePermits application using the Online Development Center. Contact the DSCSC at (919) 516-2495 for information needed to create a new user account for the Online Development Center

What do I need to submit to the City?

House Move Packet is required for moving a house into the City of Raleigh, moving a house from one lot to another within the City of Raleigh and moving a house out of the City of Raleigh. The House Move Packet contains permit requirements, required inspections and application.

Two (2) copies of plot plan for additions and house moves into the City of Raleigh and moving a house from one lot to another within the City of Raleigh. Plot plans are not required for moving a house out of the City of Raleigh.

What additional documents may be needed?

  • Driveway Cut Permitting Requirements

  • Board of Adjustment Variance Application, if applicable
  • Certificate of Appropriateness, if site is in an historic district
  • Additions in an area designated as a watershed will need to provide impervious surface calculations on the permit application form

What are the keys to success?

  • Contractor information (contractor license, contact information, business license, workers compensation, liability insurance, etc.) must be complete, current and valid in the City of Raleigh contractor file. Contact the DSCSC at (919) 516-2495 to confirm the accuracy of all required data
  • Most projects are rejected due to insufficient plot plans. Please refer to Plot Plans for Residential Building process for instructions. All plot plans shall be drawn to Engineer's scale and be submitted on sheets no larger than 8 1/2 x 14
  • Clearly identify proposed work. If proposed work involves addition and alteration work, a separate permit for each will be required
  • Fire damage permits will not be issued without fire damage inspection report being on file with the Inspections Department. Call the DSCSC at (919) 516-2495 to check the status

What fees are involved and when do I pay them?

  • Permit fees are due at the end of the review process before permits are issued
  • The following payment types will be accepted: cash, MasterCard, Visa or check made payable to: City of Raleigh
  • Contractors that choose to process a permit request using the on-line e-Permits application (Online Development Center) will pay electronically at the end of the process with either MasterCard or Visa

How long will this process take?

  • Stand Alone reviews take approximately three (3) days to process
  • Walk- Thru reviews take approximately 30 minutes and are processed the same day while the client waits
  • Applications that are mailed or dropped off take approximately five (5) business days to process
