The City has several loan programs to address different issues that Raleigh citizens may face. We have programs that can help you fix a code violation, replace a roof, buy a home, and many in between. We also have opportunities for investors to renovate or build housing for low-income families.

Homebuyer Programs

Affordable Homebuyer Assistance

Are you interested in buying a home in Raleigh? Do you need assistance with a down payment and/or closing costs? If your income qualifies, you could be eligible for the City of Raleigh Citywide Homeownership or OWNER (Ownership Within Neighborhoods to Encourage Revitalization) Program. Low- and moderate-income homebuyers may be eligible for up to $30,000 in the form of a low-interest loan to help you purchase your home.

If you're looking at a home that needs repairs, we also have a Homebuyer Rehabilitation Program.

Whether your house needs new siding or updated plumbing, we may be able to help. Homeowners within the city limits have several options, depending on their needs and incomes. Compare the different programs and the terms, other conditions and restrictions apply.

If your organization is interested in producing and maintaining quality affordable rental housing for low-income housholds, the City may be a partner to consider.
