The Development Services Department provides a one stop resource for all development reviews, inspections, and permits from initial application through certificate of occupancy. This is accomplished through the reasonable application of the North Carolina Construction Codes and the Raleigh Unified Development Ordinance, by the direct performance and administration of all building, trade, and current planning processes. In addition, the department administers the Customer Service Center and coordinates the independent review of all development-related departments.

Mission - To continually build and maintain a strong and effective department that remains focused on providing superior customer service. The department will partner with the development community to promote and ensure a development process that is efficient, equitable, reasonable, cost effective and predictable, all while promoting the economic prosperity of the city, as well as safety, usability, and sustainability in the built environment.

Permits

Many construction and home improvement projects require City of Raleigh permits before work may commence. The permit process allows the City to ensure that buildings and dwellings are well constructed and safe for occupants, and protects individual and neighborhood property values.

Inspections

The Building Development division enforces state and local building codes to protect the health, safety, and general welfare of the citizens within Raleigh’s jurisdiction. The division provides a code enforcement program that applies uniform policies, procedures, and laws to ensure that buildings in Raleigh meet or exceed the standards of the code.

These services include face-to-face meetings with staff, project coordination services, development inquiries, code interpretations, and our newest program known as the Permit Notification Program.

Records

The Records Management unit is responsible for assisting City Planning and Development Services with public records requests. Many records, such as development plans, public improvement plans, building permit/plan review comments, certificates of occupancy, and miscellaneous permit data, may be obtained via the Online Development Center. Other requests, including due diligence, zoning code violations, and property assessments, may be obtained via the Records Management office.

Performance Reports

Development Services provides opportunities for stakeholder groups, such as the DSAC, to review administrative policies and procedures to ensure consistent compliance with the city's development standards. Performance Reports are generated based on established benchmarks set by a joint effort with the Development Management Team and engaged stakeholders. These numbers are continually evaluated to help improve our services and to evaluate allocation of resources.

Downtown Raleigh Office - Commercial Plan Submittal

The DSCSC can process residential plans, too; however, they will be sent to the Litchford Satellite Office for review. This results in a short delay due to routing. For faster service, please visit our residential plans specialist at the Litchford Satellite Office.

Submittals received prior to 4 p.m. will be routed to plan review staff the same business day. All submittals received after 4 p.m. will be routed to plan review staff the next business day. All cashiering functions end at 4:30 p.m.

The DSCSC is closed from 8 a.m. to 9 a.m. the first and third Wednesdays of each month for training purposes. Staff will greet visitors and monitor the phones; however, all other services will be unavailable during this time.

Litchford Satellite Office - Residential Plan Submittal

The Litchford Satellite Office, an office of the City of Raleigh Development Services Department, is the submittal center for residential permits and new one and two unit family dwellings. They also review and issue permits for commercial interior alterations that are processed under the Pony Express process. All other commercial permits, including residential and commercial townhouses, should be submitted to the downtown DSCSC.

Continuing education classes for inspectors, plan reviewers and contractors are held at the Litchford Satellite Office.
