NPDES Stormwater Permit
The Environmental Protection Agency (EPA) has stormwater requirements for construction sites related to land disturbing activities.
Developers, contractors, and construction professionals that work within the City of Raleigh may be affected by a Construction NPDES Stormwater Permit issued for the State of North Carolina. Effective August 3, 2011, all development projects within the City of Raleigh that disturb an acre or greater of land will fall under these new regulations, in addition to the City's local Land Disturbing Permitting requirements. Upon receiving the City of Raleigh's permit approval, the project will be automatically covered by a state NPDES Stormwater General Permit NCG010000 for construction-related activities from the Division of Water Quality (DWQ).

All projects where a property owner has applied for an erosion and sediment control permit on or after August 3, 2011 will be covered by the new Construction NPDES Stormwater General Permit. For projects begun prior to this date, view Archived Versions of the General Permit.
The major change in the Permit from the previous one is the shorter times to apply ground stabilization such as mulch, wheat straw, or grasses. The City of Raleigh's regulations require ground stabilization within 14 days for all projects per Part 10, Chapter 5 of the Raleigh City code. However, the DWQ permit now contains requirements for ground cover in some places within 7 days.
