Unified Development Ordinance (UDO)

On Monday, February 18, 2013 Raleigh City Council voted unanimously to approve the Unified Development Ordinance (UDO). The effective date is September 1, 2013. Part of the City Council's action requested staff to revisit the following items with stakeholder groups and finalize recommendations. Those items included residential garages, transparency, building step backs, open space, site access / cross access and tree conservation.

City Council Review:

Staff will present the updated UDO draft document accompanied by a memo addressing the above listed items to the City Council on May 31. Both the draft document and the memo will be available on the web.

The Council will then have up to 30 days to review the material, at which time they will hold a workshop to finalize their recommendation. Once approved, the finalized document will be available to the public.

Street Typology Map:
This map will apply the new UDO street types to our existing thoroughfare and collector street map.

New Zoning Map:
This draft map is currently being developed and is expected to be completed by the end of the year. The map will then be released for public comment and review. Staff will revise the draft zoning map and forward to the Planning Commission for review, followed by City Council review, where a public hearing will be held and then the City Council will act on the revised rezoning map

Now Accepting Rezoning Petitions for Unified Development Ordinance Zoning Districts

Effective May 1, 2013 - All rezoning petitions must request a Unified Development Ordinance zoning district. Pre-application meetings are required. Petitions that request a "legacy" zoning district not contained within the Unified Development Ordinance will not be accepted. The Planning Commission will meet after the effective date of September 1, 2013 and discuss rezoning petitions in the order in which they were received.
