Project Coordination Service
The Development Services Department provides free Project Coordination services to customers submitting large-scale or complex development projects for review. Our Project Coordinators (PC's) work with the customer's development team to reduce potential roadblocks and keep the project timeline intact.
Having someone on the inside to help you navigate the plan review process is extremely beneficial. The first point of contact during the early stages of a project should be a PC as they provide assistance with:
- establishing a timeline for the project;
- mapping out a review path that makes sense; and
- providing insight as to what issues may lie ahead.
The goal is for the project to seamlessly advance through the review process. Once a project is assigned to a PC, customers may make contact at any time to discuss issues of concern. The PC coordinates meetings with review staff and works diligently to address issues and concerns as they arise.
There are currently three uniquely qualified PC’s on staff, each with a blend of knowledge and experience that make them so good at what they do.
Sandra Hodges, Project Coordinator
Sandra began her journey with the City in 1990 and has been with the Development Services Department since 2009. Sandra was promoted to Project Coordinator in 2013 and specializes in large-scale commercial development projects. Sandra’s extensive job knowledge aids her in guiding customers through the plan review and permitting process. Sandra holds a N.C. Building Level I certification, is a member of the N.C. Permitting Personnel Association, and is a licensed Notary Public.

Clemm (Chip) Shankle, Project Coordinator
Before he accepted a position with Public Works five years ago, Chip worked in the private sector, primarily in real estate construction and development. He earned his Real Estate Sales, Real Estate Appraisal, and Professional Surveyor licenses and is a certified Professional Project Manager. Chip joined Development Services in 2013 and has since become the go-to person for City projects.
