Economic development in Raleigh is a partnership between the City of Raleigh, the Raleigh Chamber of Commerce, the Greater Raleigh Convention and Visitors Bureau, the Raleigh Area Development Authority and the Downtown Raleigh Alliance are working as one. The Raleigh Economic Development Partnership brings a clear understanding of the resources available to assist business owners, developers and investors as part of a coordinated economic development program.

City of Raleigh


City Manager's Office

  • Prepares Requests for Proposals for City‐owned land
  • Administers the Downtown Business Loan Program
  • Administers Small Disadvantaged Minority and Woman‐Owned Business Program

Department of City Planning

The role of the Department of City Planning is to guide the orderly growth, development and redevelopment of the City to maintain a community of lasting value.
  • Develops economic development policy within the framework of the City’s Comprehensive Plan
  • Leads area planning efforts for neighborhoods, corridors and business districts
  • Produces the annual Growth and Development Report

Office of Urban Design

  • Provides research, design, and advisory services for physical development and how that relates to the economic development of the City
  • Manages the Facade Improvement Grant Program

Office of Sustainability

Sustainable Raleigh was created to provide guidance for policy development and goal setting for the City of Raleigh based on these three fundamental principles: economic strength, environmental stewardship, and social equity.

  • Develop and grow the Green Economy in Raleigh
  • Advance and promote innovation, entrepreneur projects, programs and businesses

Community Development Department

The Community Development Department works to improve the quality of life for Raleigh's citizens by increasing and improving the affordable housing stock, revitalizing older neighborhoods and supporting related human services.

  • Assembles sites in older neighborhoods and issues Requests for Proposals for affordable residential or mixed‐use projects
  • Offers financial assistance for affordable citywide housing development

Raleigh Economic Development


Economic Development

The Raleigh Economic Development Program functions as the lead economic development sales and marketing program for the City of Raleigh, and is responsible for marketing, business recruitment, and business retention services in cooperation with Wake County Economic Development and other public and private business development organizations.
  • Recruit companies in industry clusters such as Smart Grid, Electric Vehicles, Information Technology, Software Development, Advanced Medical Technologies, Biotechnology/Pharmaceuticals, Interactive Software/Games, Defense Technologies and Corporate/Regional Headquarters
  • Market the City to site selection and commercial real estate brokers
  • Facilitate business retention program by meeting with existing Raleigh businesses

Downtown Raleigh Alliance


DRA

The Downtown Raleigh Alliance (DRA) is the official nonprofit organization designated to manage and promote downtown as a regional center of commerce, tourism, and livability. The DRA team provides a comprehensive array of programs designed to build on the strengths of the downtown business district.
  • Provide downtown retail recruitment & retention services
  • Downtown information and data analysis, economic trends, quality of life indicators
  • Promotes downtown Raleigh as a hub for specific types of businesses

Greater Raleigh Convention and Visitors Bureau


GRCVB

Greater Raleigh Convention and Visitors Bureau promotes Raleigh and Wake County for all types of visitor business to enhance economic growth and development of the area. GRCVB also acts as a liaison between potential visitors and the businesses that host them.

The Bureau specifically provides assistance to hospitality-sector business owners, developers and investors by:

  • Fielding visitor-related feasibility and hotel occupancy data inquiries for Raleigh and Wake County
  • Offering customer-service trainings through a Community Hospitality Partnership
  • Conducting new business introductions, orientations or marketing consultations

Raleigh Area Development Authority


RADA

Raleigh Area Development Authority is a not for profit community economic development organization. RADA focus is on attracting financial and other development assistance to the City's most under invested areas.

  • Commercial predevelopment advisory services, loan intermediary, home ownership programs, and foreclosure mitigation services
