Parks, Recreation and Cultural Resources Fees and Charges Committee Meeting

Recommended Fees and Charges for FY18 to be discussed

Fees and charges are necessary to provide financial support to Raleigh Parks, Recreation and Cultural Resources (PRCR) for the operation and maintenance of programs, facilities, and services. Revenue generated by these fees constitutes only a portion of funds required for operating and maintaining the entire park system, including programs and services. After receiving public input guidance on user fees for Parks, Recreation and Cultural Resources Department, City Council adopted a user fee policy in May of 2016 to ensure fee development and implementation will:

  1. Be guided by the community’s understanding of benefit for the complete array of PRCR programs and services;
  2. Be administered fairly and equitably, pricing programs and services proportionally to where the benefit accrues with respect to the participant and non-participants (taxpayers who choose to not participate); and
  3. Safeguard programs and services availability for citizens regardless of financial means.

Below are the PRCR recommended changes for fees and charges for fiscal year 2018:

• Proposed fees base rates are set for the general public;

Non-profits with IRS 501(c) 3 status and Documented Partnerships will receive a 10% discount from the General Public rate.

For-Profit organizations rates will increase 20% from the General Public Rate.

• Revised Athletic Space Reservation policy to incorporate fee differences for applicable groups and standardize the group rental reservation process for athletic fields, tennis courts and aquatic lanes.

• Aquatics increase of the following rental rates:

25 yards lane rental from $10 hr. to $12 hr. ;

50 meters lane rental from $14 hr. to $20 hr.

Increase after hour rental fee from $200 hr. to $300 hr.

Buffaloe Road Aquatic Center will increase rental from $500 to $600

Buffaloe Road Aquatic Center will increase all gate fees by $1.00

• Recommend increase of the refundable security deposit from $100 to $250 at Anderson Point Cottage, Borden Building, Tucker House, and Durant Nature Preserve Campbell Lodge. This is a similar fee to what other Special Venues currently charge and is more appropriate for the cost of damage at these locations.

• Historic Resources and Museums recommend a 6 hour rental rate for classrooms similar to other rental options with historic sites.

• Durant Nature Park will increase hourly rental rate for Campbell Lodge for residents from $100 hr. to $180 hr. and a $200 hr. between 6pm-11pm; for non-residents rates would increase from $150 hr. to $250 hr. and a $270 hr. between 6pm-11pm.

• Lake Johnson recommends removing the rental for electric motors and a $10 hr. rental fee for stand up paddle boards.

• Natural Resources recommend rates for the Thomas G. Crowder Woodland Center based on similar PRCR facility rates.

The Parks, Recreation and Greenway Advisory Board, Ad-hoc Fees and Charges Committee Meetings will be held:

  • Wednesday, January 4, 2017 at 6 p.m. at Five Points Center for Active Adults, 2000 Noble Road
  • Tuesday, January 17, 2017 at 6 p.m. at Five Points Center for Active Adults, 2000 Noble Road
