36 Appendix B Thresholds for Levels & Fee Methodology Alterations, Repairs to Existing Structures or Both 1 Levels are defined by the 2015 North Carolina Existing Building Code. ¬ Each Level coincides with a fee rate calculated based on an established percentage. Alterations, Repairs to Existing Structures or Both Level 1 (Renovation) ¬ 503.1 Scope. Level 1 Alterations include the removal and replacement or the covering of existing materials, elements, equipment, or fixtures using new materials, elements, equipment, or fixtures that serve the same purpose. Level 2 (Alteration) ¬ 504.1 Scope. Level 2 Alternations include the reconfiguration of space, the addition or elimination of any door or window, the reconfiguration or extension of any system, or the installation of any additional equipment. Level 3 (Reconstruction) ¬ 505.1 Scope. Level 3 Alterations apply where the work area exceeds 50% of the aggregate area of the building. NOTE: Alteration Level 1 work that is performed in a work area greater than 50% of the building area is NOT intended to have to comply with the additional provisions required under an Alteration Level 3. Due to the nature of the work being low impact (e.g. no reconfiguration of space; only replacement of finishes, fixtures and equipment), this scope of work DOES warrant the additional safety provisions required under an Alteration Level 3.
