Fugitive – Fugitives emissions result from unintentional leaks or releases of
refrigerants from processes, storage devices, and/or cooling systems.
Scope 2 – Indirect Emissions
Indirect emissions result from activities owned and/or controlled by another entity, but are
being completed on the City’s behalf. For this category only emissions resulting from the
use of purchased electricity, natural gas, steam, and/or hot/chilled water are included.

Summary of 2010 City Operations Carbon Emissions Reductions
Based on the information provided by the Strategy Teams about the implemented strategies,
the consulting team estimated that Raleigh’s City Operations reduced carbon emissions
expressed as metric tons of CO
2
equivalent between 2007 and 2010 by approximately 10% as
shown in Exhibit 3.
