Stormwater Quality Cost Share Program
An affordable way to make your home or business more sustainable and beautiful!
Are you looking to capture the stormwater runoff that comes from your property? This program can help you complete stormwater quality projects at your home or business that will capture and clean rainwater by mimicking nature and absorbing pollutants before rainwater goes into storm drains and local waterways.
Here are eight easy steps that will help reduce the amount of pollution that reaches Raleigh’s streams while making an affordable investment in the environment and your property.
Participating in the Program
property owner who pays the City’s stormwater utility fee is eligible to apply
for this program.
Participation in this program cannot be used to meet regulated stormwater requirements or to receive utility fee credits from the Stormwater Management Division. These projects also are not suited for treating major off-site drainage problems.
Participants may receive a lower utility fee based on how much the device decreases the property’s impervious area (or areas that don't allow stormwater to soak into the ground).
Choosing Your Project
Most stormwater quality practices that capture and treat stormwater will be considered for funding. Here are some great options to choose from:
- Rain gardens;
- Permeable pavement and pavers;
- Disconnecting downspouts;
- Green roofs;
- Pavement removal;
- Stormwater wetlands; or,
- Tree wells.

Applying for Funding
After meeting with Stormwater staff to review potential projects, please complete necessary application forms. Questions about required application information can be directed to the Stormwater Management Division at 919-996-3940 or Lory.Willard@raleighnc.gov. Please allow extra time to review applications that require additional information to complete the approval process.
What you Save
Participants may receive 75 to 90 percent reimbursement for their project based on available funding and project cost. Projects in high-priority areas are likely to receive 90 percent reimbursement since it is in an area that is significantly impacted by water pollution and requires more immediate attention.
(Please note: Funding support may not include removing existing impermeable pavement to replace with permeable pavers or structural support for green roofs.)
There is a three-step approval process for this program. Projects are reviewed by:
- Stormwater Management Division
- Stormwater Management Advisory Commission (SMAC)
- Raleigh City Council (final approval).
Starting Your Project
After a project is approved, participants are asked to share the final design of their project with Stormwater staff before it is installed, allow Stormwater staff to observe construction, agree to maintain the project for 10 years, and submit annual reports during this time to track the condition of the project to make sure it is working properly.
Stormwater staff can answer questions about choosing a project vendor or contractor, aspects of City-planned projects, and requirements for a land-use restriction record for projects receiving $30,000 in funding.
Participants will receive reimbursement for their project after it is installed and reviewed by Stormwater staff.
