Purchasing a home is probably the biggest investment you ever make. Before you buy a home, there are several things you will need to learn. The first step in making a sound investment is to learn about the home buying process. The City requires a Homeownership Class Certificate to participate.

Need repairs or home improvements? The City of Raleigh Community Development Department may have a program that can be of assistance. We help make homes safer and enhance neighborhoods because housing rehabilitation is the bedrock of neighborhood revitalization.

City-Owned Affordable Rental Housing

Do you want to rent an apartment? Are you having trouble finding a place to rent that is not only affordable but is also located inside the city limits of Raleigh? If you make less than 50% of the Area Median Income you may be eligible for the program.

Grant for Nonprofit and Faith-based Organizations

The Community Enhancement Grant is given each year to nonprofit and faith-based organizations to build human capacity within blighted or low- and moderate-income areas. Funds for this program are given through the federal Community Development Block Grant program.

Stimulus Funds

The American Recovery and Reinvestment Act (ARRA) and the Housing and Economic Recovery Act (HERA) funds to stimulate the economy. CD received funds from both of these.

Community Development Priorities

The City's top priority housing goals are:

  • Housing development
  • Neighborhood revitalization

Priority Housing Needs:

  • Very low-income renter households
  • Homeless persons and families
  • Elderly and persons with disabilities in need of supportive housing
  • Low- and moderate-income homebuyers
  • Homeowners needing significant rehab assistance

The City follows Federal guidelines as well as the following principles:

  • All City residents should have access to affordable, decent, safe, and sanitary housing.
  • The City should maintain an ongoing partnership with the private sector and continued intergovernmental cooperation with County, regional, and state governments.
  • Affordable housing must be made available throughout the City of Raleigh.
  • Raleigh's programs emphasize neighborhood revitalization to encourage stability and preservation of existing housing stock.
