Ruffin L. Hall

Ruffin L. Hall became the City Manager of Raleigh in November 2013. The City of Raleigh operates under a council-manager form of government . The City Manager is responsible for implementing City Council policy, directing the City’s department functions, providing day-to-day leadership in policy development and implementation, assuring an efficient and equitable delivery of City services, initiating and developing short and long-term special projects, overseeing the annual budget process, managing the City’s inter-governmental relations and leading the City of Raleigh organization.
Prior to joining the City of Raleigh, Ruffin was appointed Assistant City Manager for the City of Charlotte, North Carolina in 2012, and was responsible for developing policies that guided and managed the growth of the City involving coordination of the Transportation Focus Area including planning, transportation, land use, and infrastructure initiatives. He was first appointed Assistant Budget & Evaluation Director with the City of Charlotte in 2001, and named Budget & Evaluation Director in 2002. In that role, Ruffin was responsible for the development and oversight of the City’s annual operating budget and five-year capital investment plan.
He began his public service career in 1995 as a Management Auditor with the City of Wilmington, North Carolina, and in 1998 became Assistant to the Town Manager of Chapel Hill, North Carolina. In 1999, Ruffin served the City of Durham, North Carolina as Sr. Budget and Management Analyst.
Ruffin has a B.A. in Political Science and a Master's degree in Public Administration from the University of North Carolina at Chapel Hill. He grew up just outside of Fayetteville, N.C.
