Plan and Plat Review Re-submittals

Process Description
Plans or plats that have been through the review process and received comments must be corrected and re-submitted. Plans or plats should not be submitted by the client for the next review cycle until all corrections have been made. This allows the plans to go to the next step in either the permitting process, plan approval process or Recorded Map process. Caution should be exercised if the plan changes have impact on trade reviews that have already been approved in a prior review cycle.

The following are types of plans or plats that may require re-submission:

  • Preliminary Development plans (Subdivisions, Site Plans, Master Plans, etc.)
  • Recorded Maps
  • Infrastructure Construction Plans
  • Residential and Commercial building plans

Exceptions to the Process
Pre-submittal Conferences
(building or site) are a one time review and are not re-submitted.

Are there any prerequisites to this process?
The project must have completed at least one review cycle and have outstanding comments.

How do I start the process?
Plans or plats are submitted to the Development Services Customer Service Center. See below information for location and contact information.

What do I need to submit to the City?
The standard re-submittal package depends on the type of plan that has undergone a review:

PRELIMINARY DEVELOPMENT PLANS - SUBMITTAL PACKAGE
Required for Submittal Per the comment sheet, a staff planner will advise client how many sets of new plans are required

Resubmittal letter for each set of plans with full set of comments and how each are addressed

CD of revised plan in pdf format only. CD must not be password protected

After second review, the original fee will be charged for each review thereafter. Fee is subject to change if the project changes. Fee (see Development Fee ScheduleAdobe Acrobat PDF Document)

RECORDED MAPS - SUBMITTAL PACKAGE
Required for Submittal Client is required to submit a plan for each trade that has unresolved issues

Plans from all trades from all reviews (mark ups)

Resubmittal letter stating unresolved issues with explanations in writing of how each issue was corrected for each plan

Fees for each review (see Development Fee ScheduleAdobe Acrobat PDF Document)

INFRASTRUCTURE CONSTRUCTION PLANS - SUBMITTAL PACKAGE
Required for Submittal Six (6) sets of revised plans. If mylar submittal, submit one (1) set of mylar plans for signatures

All plans from all trades from the previous review(s)

Any document(s) requested by previous reveiwer

Fees for each review including any additional applications and fees from trades (see Development Fee ScheduleAdobe Acrobat PDF Document)

COMMERCIAL & RESIDENTIAL BUILDING - SUBMITTAL PACKAGE
Required for Submittal (4) complete sets of corrected plans; Five (5) complete sets, if Wake County Health Department review is required

Corrections must be clouded on the plans

One copy of the transmittal letter must be stapled to the upper left corner of each set of plans

Truss packages, if previously submitted

Hydraulic calculations, if sprinklers are included in the project

What additional documents may be needed?

  • Any item(s) or document(s) identified by plan reviewers in prior comments (i.e. construction plans, lease agreements, site plans, etc.)

What are the keys to success?

  • Make sure that plans are packaged in complete sets
  • All corrections, notes and other pertinent information must be clouded on the plans
  • Each revision must be dated
  • Make sure that all review comments have been addressed
  • Remember to include all requested items and documents
  • Return the plans within 30 days from prior review

What fees are involved and when do I pay them?

  • Recorded Maps and Infrastructure Construction drawing review fees are required to be paid with each submittal
  • Preliminary Development Plans receive two reviews with the original fee. Each re-submittal after the second review requires a review fee. If the project scope changes, the project will be treated as a new submittal
  • For building projects, a re-review fee may be charged at the end of the 2nd review cycle at the discretion of the plans reviewer for any project that has been denied for previously identified items or when the plan documents are poorly conceived and prepared. This fee may be charged for each subsequent denied review and it must be paid prior to the re-submittal. For more information regarding re-review fees, please reference City Code 10.6039(r)
  • Single family dwelling projects will be charged one half the total permit fees for the project including building, electrical, mechanical and plumbing
  • New commercial building projects will be charged per trade per hour (includes additions, etc.)
  • Projects other than new commercial building will be charged per trade per hour
  • Payment types accepted are cash, MasterCard, Visa or check made payable to: City of Raleigh
  • All fees are processed by the Development Services Customer Service Center cashiers located at One Exchange Plaza, Suite 400, Raleigh, NC

How long will this process take?

  • Each process has a pre-determined number of days per review cycle. Please refer to benchmark standards for each process
  • Building project review cycles are approximately three (3) to six (6) business days
