Minimum Requirements

8 years of progressively responsible managerial experience in the Information Technology field. Bachelor's degree in Computer Science, Engineering, Management Information Systems or a related field. Candidate should have originated from a development background and possesses experience in application, solution and enterprise architecture. Experience in solution and/or resource management of infrastructure and application development technology and staff. Comprehensive understanding of information technology systems, including IT infrastructure (systems, storage, networking, databases, security, operations) and IT applications (business systems, software maintenance, line of business support, application governance, GIS, web development). Extensive knowledge of application of information technology systems and analysis. Considerable skill in research and analysis of data. Knowledge of project management methodology and modern practices. Ability to plan, assign, direct and coordinate the work of department employees in a manner that promotes full performance. Ability to develop and manage multiple, large, cross-functional teams inclusive of all staff. Ability to establish and maintain and influence effective working relationships with senior level city officials, employees, vendors, contractors and the general public. Ability to set clear objectives and measures; and monitor process, progress and results. Ability to plan, organize and refine procedures. Ability to write and speak clearly and succinctly in a variety of communication settings.

Position Duties

Leads the development and implementation of long-range technology plans, innovations, investments and business system strategies and solutions that broadly support enterprise business unit objectives. Prioritizes, develops, acquires and deploys technology and systems investments that support City growth and promote enterprise business agility and collaboration. Defines Open Source use and selection policies.Provides leadership to enable the definition, implement, and enforcement of the City's IT governance policies for COTS, custom application/integration development and infrastructure domains. Provides strategic direction to enable the definition and implementation of IT standards and best practices. Defines the City's mobile technology development and use strategy. Heads the City's architecture review board providing final decisions for all IT initiates including project technology governance, architecture foundational definition, solution portfolio definition, architecture future state roadmap definition and IT standards adoption/use/exceptions. Builds, manages, and drives technology teams to develop solutions that strengthen efficiency and enable City business strategies; oversee research and development. Anticipates and reacts to major technology changes to ensure the maintenance of innovative technology solutions. Establishes technical standards to provide flexible and cost-effective technology and business systems solutions, and ensures adherence to them for department operations; facilitates the identification of an integrated technology/business system roadmap across the enterprise. Develops and maintains an integrated and cost-efficient portfolio of Citywide technology and business systems applications. Collaborates with senior City officials to define a technology vision for the enterprise by acting as the senior advisor on technology/system trends, opportunities, challenges and priorities. Creates and manages long-range and annual operating and capital plans in alignment with the Department and citywide priorities.Collaborates with Department's Chief Operating Officer to leverage best practices and drive projects that advance the business goals of the enterprise.
