Minimum Requirements
6 years of progressively responsible managerial experience in the Information Technology field. Bachelor's degree in Business Administration, Public Administration, Computer Science, Management Information Systems, or a related field. Extensive knowledge of service account management. Considerable knowledge of accounting principles and practices and methods and problems of budget formulation and control. Considerable skill in research and analysis of data. Knowledge of project management methodology and modern practices. Ability to plan, assign, direct, and coordinate the work of department employees in a manner that promotes full performance. Ability to develop and manage multiple, large, cross-functional teams inclusive of all staff. Ability to establish, maintain, and influence effective working relationships with senior-level City officials, employees, vendors, contractors, and the general public. Ability to set clear objectives and measures; and monitor process, progress and results. Ability to plan, organize and refine procedures. Ability to write and speak clearly and succinctly in a variety of communication settings.
Position Duties
This senior leadership role manages the Technology Business Solutions Group (TBSG) and reports directly to the CIO. Provides the technology business vision that enables innovation, incorporates IT trends that can create business value, and influences technical and architectural aspects of enterprise-wide business decisions. The TBSG is responsible for the overall IT day-to-day operations to improve infrastructure costs, performance, and end-user satisfaction. Manages strategic relationships with key IT product and services providers; oversees development of IT financial management strategies and IT governance and project processes; works closely with the City's leadership team. Ensures service level requirements are met. Manages IT resource requirements to ensure appropriate balance between tactical and strategic demands; implements IT continuous improvement programs within enterprise guidelines, and leads IT asset management team to ensure asset's full lifetime cycle value is achieved. Leads department efforts to study department business processes to determine the best methods for delivery of services. Participates in the technical and operational aspects of the IT strategy for the enterprise. Conducts special studies and cost proposals, negotiating with other City departments in enterprise projects. Provides oversight and review of all activities related to the project management office. Performs annual an multi-year financial projections, unit cost analysis, contract cost analysis; and analysis of various other data and recommends courses of action and policy changes for cost efficient operation. Reviews purchases and expenditures for budget planning and adjustment purposes; monitors inventory control, accounts payables and accounts receivables. Monitors technology contract negotiations, evaluations, and recommendations. Directs and coordinates customer service functions of the department, concentrating on problem areas and resolving customer issues regarding services. Reviews professional literature, monitors legislation, and investigates new developments and issues in the field of technology, finance and administration. Collects, organizes, and analyzes data. Coordinates hiring and promotion process at the department level.
