The Utility Billing Division is part of the City of Raleigh's Finance Department, and works closely with the Public Utilities Department and surrounding communities.

The Division services approximately 180,000 customers in Raleigh, Garner, Knightdale, Rolesville, Wake Forest, Wendell and Zebulon.  Accounts are billed monthly.  Bills are sent to customers electronically or by mail.

Landlord Program

The Landlord Program, also known as the Default Customer Program, transfers utility services to the landlord's account between tenants. The program is designed for landlords, rental agencies, management companies, and apartment complexes to ensure no service interruption when a tenant moves out, and the service initiation fee is waived for participating landlords.

Past Due/Delinquent Account

If your City of Raleigh utility account becomes delinquent, there will be additional fees and your water service may be disconnected at your expense.

Meter Tampering

Meter tampering is a criminal offense.  Per North Carolina General Statute 14-151.1, it is illegal for any unathorized person to alter, tamper with, relocate, willfully damage, or bypass a water meter.  It is illegal for any unauthorized person to  reconnect a water meter after City of Raleigh personnel have disconnected it.

In addition to criminal charges, violators may be fined $500 by the City of Raleigh.
