The Utility Billing Division services approximately 188,000 customers in Raleigh, Garner, Knightdale, Rolesville, Wake Forest, Wendell and Zebulon. Accounts are billed monthly. Bills are sent to customers electronically or by mail.

Landlord Program

Raleigh Neighborhood

The Landlord Program transfers utility services to the landlord's account between tenants. This program is designed for landlords, rental agencies, management companies, and apartment complexes to ensure no service interruption when a tenant moves out. Service initiation fees are waived for participating landlords.

Past Due/Delinquent Account

Do you need more time to pay your City of Raleigh utility bill?

As a courtesy to customers with unpaid balances, the City of Raleigh Utility Billing Division may grant up to two (2) payment plans per account per 12-month period. Find out if you qualify.

Meter Tampering

Meter tampering is a criminal offense. Per North Carolina General Statute 14-151.1, it is illegal for any unauthorized person to alter, tamper with, relocate, willfully damage, or bypass a water meter. It is also illegal for any unauthorized person to reconnect a water meter after City of Raleigh personnel have disconnected it.

In addition to facing criminal charges, violators will be charged a $100 Meter Tampering Fee and may be fined $500 in Civil Penalties.

Leak Adjustments

Water Spray

Water and sewer charges may be eligible for an adjustment for leaks on the customer's side of the meter. Review the leak adjustment guidelines to determine if you may qualify.

Contact Utility Billing Services by email, or during regular business hours (Mon - Fri, 8:30 am - 5:00 pm) call 919-890-3245 or come in person to the Revenue Services Counter located at the Raleigh Municipal Building complex at 222 W. Hargett Street. Specially trained Account Managers will respond to your service requests and inquiries.
