Neighborhood Preservation is charged with the management and enforcement of the City's two (2) rental property programs: PROP and Rental Registration. These programs are designed to (1) promote responsible management of rental units, (2) assist in providing a safe environmental for residents and neighbors of these facilities, (3) safeguard property values and (4) expedite repair of residential housing accommodations where such problems exist. These programs are a product of public demand for regulation of rental conditions where owners or tenants have displayed poor choices in action or behavior in the management of their units. Prolonged negligence can result in the barring of any future tenancy in an owner's dwelling(s).
Rental Registration
Any dwelling that is rented or offered for rent, for the purpose of collecting a monetary income, is required to be registered every year. Rental residential dwellings can be varied in their appearance and location; however any dwelling unit which produces income for its owner simply by its occupancy must be registered with the City of Raleigh. All new registration forms submitted for the initial registration of rental properties by an owner require a non-refundable application fee of thirty dollars ($30) in addition to the property registration fee. Raleigh City Code Section 12-2177(b). The registration fee for properties/tax parcels with three (3) or fewer residential rental units is fifteen ($15) dollars per year; properties /tax parcels with fewer than twenty (20) but more than three (3) residential rental units costs twenty-five ($25) dollars per year and; properties/tax parcels with twenty (20) or more residential rental units costs fifty ($50) dollars per year to register. Payment is due and payable with the registration's submission. The period for rental registration renewal runs from March 1 through April 30. Properties that have previously completed the rental registration process will be sent a renewal bill approximately one month prior to the beginning of the registration period.
PROP
Probationary Rental Occupancy Permits (also referred to as PROP) are intended primarily for rental properties within the City of Raleigh. Presently the PROP program is used to proactively discourage poor, and potentially unsafe, management practices on rental properties. There are eleven qualifying events for a property to be considered a probationary rental residential dwelling, per City Code Chapter 12 Section 2 Article G, requiring the owner to obtain a PROP. At least one of the probationary rental residential dwelling offenses must be violated before an owner will be notified by the City of Raleigh regarding it eligibility in the PROP program. Once inducted in the PROP program, management must maintain a level of safety, hygiene and lawfulness to continue renting their unit(s).
