Public Hearing Dates, Assessment Rolls, and Assessment Maps

State statutes allow the City of Raleigh to pass a portion of the cost of street, sidewalk and utility improvements to abutting property owners in the form of a special assessment.

Property owners are notified of the City's intent to assess their property and given the opportunity to speak at a public hearing before an assessment is adopted by the City Council.

Once an assessment has been adopted, it becomes a lien against the property.

Upcoming Hearings to Authorize Assessment Projects

Before construction begins on an assessable project, abutting property owners are notified of the City's intent to assess their property for an upcoming improvement project. At that time, a public hearing is scheduled to allow the City Council to receive public input before authorizing the project to proceed.

Once a project is authorized, property owners are notified of Council's decision and the affected properties are entered into the City's assessment database.

The projects listed below have been scheduled for a public hearing to authorize assessments or referred for further consideration.

There are no upcoming hearings to authorize assessment projects at this time.

Upcoming Hearings to Confirm Assessment Rolls

Once an assessable project has been completed and the assessment amounts calculated, a public hearing is scheduled to allow the City Council to receive public comments regarding the project.

After the hearing, the Council may confirm the assessment charges or refer the assessment roll to a committee or to administration for further consideration.

Water Assessment Rolls 1353, 1353-A – Craftsman Drive
Installation of approximately 905 linear feet of eight inch water main in Craftsman Drive and Sorghum Court from the existing water main in Old Wake Forest Road. Assessments to properties outside the City limits will be due upon annexation, hook-up and/or subdivision.

Sewer Assessment Roll 1354 – Knollrock Drive
Installation of approximately 135 linear feet of eight inch sewer main in an easement from Knollrock Drive to serve property at 6001 Lead Mine Road.

Sewer Assessment Roll 1355 – Coronado Drive
Installation of approximately 101 linear feet of eight inch sewer main in Coronado Drive to serve property at 5301 Coronado Drive.

Recently Confirmed Assessment Rolls

Assessment fees for the projects listed below were confirmed at recent City Council meetings. If an assessed property is inside of the city limits, assessment notices are usually sent within a month of the confirmation date. Annual installment notices are sent each August, and annual installments are due by September 1.

Paving Assessment Roll 942 and Sidewalk Assessment Roll 420 – Wade Avenue Widening and Pedestrian Improvements - Confirmed as amended - contact staff for more information.
Improvements to Wade Avenue from west of Ridge Road to Faircloth Street consisting of curb and gutter installation adjacent to existing travel lanes providing wider outside lanes for bicycle accommodations on a variable width right-of-way (150 feet /180 feet) and sidewalk on the north side and multipurpose path on the south side.

construction of one-half of a 45 foot back-to-back curb and gutter street section tapering back to one half of a 41 foot back-to-back street section on the east side of Sanderford Road with sidewalk on a variable width right-of-way for a distance of approximately 1,800 linear feet. Paving Assessment Roll 945 and Sidewalk Assessment Roll 422 – Freedom Drive/Rhyne Court
Improvements to Freedom Drive from US Highway 64 (New Bern Avenue) to the end and on Rhyne Court from Freedom Drive to the cul-de-sac consisting of a 41’ back-to-back (curb/gutter) on a 60’ right of way with sidewalk on the west side of Freedom Drive and on the north side of Rhyne Court with a narrower typical section along the Partin property (Tax ID 0053248) and DL Restoration property (Tax ID 0124284) per the approved alternate design. Assessments to apply according to City Code and Policies.

Paving Assessment Roll 943 – John’s Pointe Subdivision Resurfacing
Complete the deficient punch list items/developer required improvements to the public streets in John’s Pointe Subdivision Phases 1-3 to allow the City to accept full maintenance responsibility with assessment at 100% cost of construction to the recorded lot owners according to City Code Section 10-3009(b)(5), which includes the final one inch (1”) layer of asphalt, approximately 7,200 linear feet.
