Outsourced since 2000, Raleigh's on-street parking program was returned under City management and staff on June 1, 2010 with the goal of providing greater professionalism and improved customer service.

"ParkLink" is the branded program name which is seen on all City-owned parking facilities as well as on the uniforms and vehicles of our City employees. ParkLink is responsible for parking enforcement, collections, parking meters, permits and maintenance/improvements of all City-owned parking decks and lots.

Passport App: New Parking App Can be Used at On-Street Meters Along Hillsborough Street

The City of Raleigh announced the debut of a pilot program that will allow drivers to purchase metered parking from their phones.

Drivers can download the PassportParking app and securely pay for metered parking using a debit/credit card. The app, which has also been available at the North Carolina State University campus since 2015, allows users to monitor their session, extend parking remotely (up to the maximum allotted time), and view all parking history.

The new parking app is being introduced as an easier, more convenient option for drivers to pay for and keep track of their parking. Users can manage everything from their phones while also helping avoid parking citations.

As a part of the city’s four-month pilot program that begins late October, the app will be available at on-street parking locations in the Hillsborough Street area where signage is displayed. The area includes Hillsborough and Oberlin Streets to Hillsborough and Concord Streets and some adjacent side streets. Passport signage will indicate how users can download and get started with the app.

The PassportParking app is free to download from the iPhone App Store and Android Google Play. Users can also manage their parking online on the PassportParking website.

Field Agents endeavor to conduct enforcement with fairness and impartiality. Agents do not have the power or the ability to cancel a citation/ticket once it has been issued. The only way it can be dealt with is by paying the fine or by appealing the citation/ticket.

Q. What changes should I be prepared for when I enter one of the decks with the $5 night fee after 5 PM on Friday or Saturday?
A
. Additional parking attendants will be on duty at the entrance lanes to receive your payment of $5 (cash or credit card). You will be issued a pre-pay ticket which you must retain to give to the cashier on exit to avoid having to pay any additional parking fees. If you do not have your ticket when you exit, you can expect to pay the lost ticket fee of $12 which rule already applies for daytime customers.

Q. If I enter one of the decks with the $5 night fee sometime before 5 PM on Friday, how much would I have to pay?
A
. The daily rate would apply up until 5 PM. From 5 p.m. onward, the $5 flat fee is charged. For example, if a vehicle enters at 3 p.m. and exits at 10 p.m., the cost would be $4 up to 5 p.m. plus $5 for the time thereafter. The total due in this scenario would be $9, payable on exit. On Saturday, if a vehicle enters before 5 p.m. when parking attendants are not on duty, there is no charge when exiting.

*Why Motorcycles Are Not Allowed to Use Parking Decks:
Parking decks are controlled by a sophisticated vehicle access and revenue control system to manage the inventory of available parking spaces and to ensure the deck does not reach an over-capacity limit which would create liability and personal safety concerns. The system is designed only for standard cars and pickups and the “vehicle mass” sensors in the floor allow only one vehicle to pass between the time the gate automatically raises and lowers in order to maintain counts of the number of vehicles entering and exiting. Because motorcycles do not have sufficient “mass” to keep the gate arm up after driving over a sensor, they are in danger of the gate coming down too soon which could cause injury to the rider and/or damage to the motorcycle. Gate arms in City of Raleigh decks display a warning that motorcycles are not allowed to park in the facilities. Most public decks throughout the country do not permit motorcycles. The City of Raleigh apologizes for any inconvenience but we must ensure the safety of all parking deck customers.

Motorcyclists are encouraged to use the city’s ParkLink public parking lots where payment is made at the pay station. Only one motorcycle per parking space is permitted. To locate the nearest parking lot to your final destination, view the Downtown Parking Facility Map.

Field Agents enforce all City of Raleigh parking ordinances to maintain order and convenience for the benefit of all users. Agents strive to provide a high level of customer service by assisting customers in operating the pay stations and answering questions about parking or way finding.

Customer Service staff is also available to answer any parking-related questions or concerns, assist citizens with parking problems, issue permits, process payments, review account histories and provide information about appealing a ticket.
