The Design/Construction Division of the Public Works Department is responsible for the design and construction oversight of street, sidewalk, bridge and various other types of public improvement projects. The division is also responsible for the management of the City's petition program for street and sidewalk improvements, assessment calculation and maintenance of assessment fee files.

Assessments & Petitions

The Assessments & Petitions section within the Design / Construction Division consists of an Assessment Supervisor and two Assessment Specialists who are responsible for maintaining the City's assessment files and managing the Street and Sidewalk Petition Process.

As part of their Assessment responsibilities, staff within this section work with Project Engineers to determine which properties will be affected by roadway and utility projects. They provide ownership lists that allow the public to be notified of upcoming projects, and calculate estimated assessment fees. Once a project has been completed staff reviews the as-built construction plans to calculate assessment fees. Once assessment fees have been calculated, they prepare assessment rolls and work with CADD services to prepare assessment maps for the City Council.

When requests are received about street and sidewalk petitions, staff works with the public and project engineers to determine what options are available for improvements in a particular area. Once the options have been determined staff prepares a petition packet for the petitioner to route to abutting property owners. Upon return of the completed petition packet, staff determines if the petition meets the City's requirements to proceed with a project and makes their recommendation to the City Manager.

CADD Services

CADD Services is a section within the Design / Construction Division. This section includes a CADD Services Manager, two CADD Specialists, and three Senior CADD Technicians.

The CADD Services staff provides the Design / Construction Division and its customers with a variety of services including (but not limited to) engineering automation, large scale digital scanning, technical support, problem solving, and training.

The CADD Services staff works directly with the Project Engineers and Survey staff within the Public Works Department of the City of Raleigh. Our goal is to produce standardized maps for Street Improvements, Assessments, Petitions, Annexations and RW Plats.

All drawings and maps are produced in MicroStation V8i and GeoPak formats. AutoCAD, ArcGIS, Microsoft Word and Excel are some related software packages used by the CADD staff as needed for design purposes. All construction plans and drawings conform to either the City of Raleigh specifications or to the latest edition of the NCDOT Standard Specifications for Road and Structures.

Staff within this section are also responsible for managing the Public Works Department map files which have been converted to a digital format. This conversion has improved efficiency by reducing the time required to locate and view maps and reducing the space required for map storage.

Contract Inspections

Contract Inspections provides inspection services for construction within public rights of way for City funded projects. Our field inspectors work with project engineers and contractors to assure conformance with the approved plans and specifications for streets, water and sewer mains, storm drainage systems, sidewalks, and driveways.

Roadway

Roadway staff includes a Senior Project Engineer, six Project Engineers, and a Construction Projects Coordinator. This staff performs design work and manages private consultants design work on street, sidewalk, bridge, streetscape, and various other types of public improvement projects. Design responsibilities include design creation/oversight of consultant design, coordination of public involvement opportunities, development of project schedule and cost, assisting with property acquisition and management of construction bid process. Staff also oversees all facets of the project's construction management, including contractor selection, cost accounting, construction engineering and coordination of utility conflict resolution and permitting. This group also provides engineering support to other City departments.

Survey Services

The Survey Section provides land surveying support for all City of Raleigh departments. This internal support group is prohibited by City of Raleigh policy from performing private surveys. The Survey Section provides the following services:

  • Construction staking on City of Raleigh projects
  • Right-of -way determination and location
  • Topographic surveys
  • Boundary surveys
  • Annexation maps and annexation review
  • Review of legal descriptions associated with sales of property or right-of-way

This section of the Design Construction Division is currently staffed with two Professional Land Surveyors and four, two-person field crews.
