Office of Transportation Planning

The primary goal of the City of Raleigh's Office of Transportation Planning is to create a seamless and efficient multimodal transportation system for the City. The City's transportation plan provides an integrated, multimodal approach with a goal of providing universal accessibility for all residents, employers, and services. Transportation is more than the movement of goods and services - it is the movement of people with a variety of mode choices. It is important to us to ensure those choices and to lay the framework for a quality system that moves people safely, efficiently, and enjoyably throughout the City.

The City's Comprehensive Plan contains the blueprint for the City's transportation system. Our staff works closely with the Department of City Planning, the North Carolina Department of Transportation (NCDOT), Triangle Transit, and the Capital Area Metropolitan Planning Organization (CAMPO) on the development, maintenance and evolution of this plan. We also coordinate plans for future corridors with other agencies, such as the NC Department of Environment and Natural Resources and the US Army Corps of Engineers, to ensure that the plan elements remain consistent with current regulations and best practices for facility planning.

The Office of Transportation Planning is also responsible for developing project priorities and funding components for all transportation improvements. Our staff prepares the transportation element of the City's Capital Improvement Program (CIP), which includes proposed new street improvements, transit infrastructure, bicycle & pedestrian accommodations, streetscape projects, and parking facilities. Our staff also manages the City's Thoroughfare Facility Fee program, which generates revenues for new street improvement projects and reimburses new developments for portions of the thoroughfare system that they construct.

In addition to City-funded programs, the Office of Transportation Planning works with the Raleigh City Council and CAMPO to prepare requests for projects to NCDOT for their biennial Transportation Improvement Program. Our staff works directly with NCDOT and other agencies on each of their projects to ensure that their work meets the City's multimodal transportation and land use needs.
