Solid Waste Services Code Enforcement and Billing Division

The Code Enforcement and
Billing Division of the Solid Waste
Services Department is comprised
of four sections:

• Code Enforcement Administration
  • Oversee the interpretation, enforcement, and modification of Section 7 of the Raleigh City Code.
  • Development of all business processes, administrative regulations, project/program analysis, customer service, and special program management for the department in the areas of code enforcement, inspections, billing, planning, and special programs (Central Business District Collection, Need Assistance, Bulky and Special Load, and Shopping Cart).
  • The Code Enforcement and Billing Administration section is also involved in the Community Oriented Government Initiative.
• Code Enforcement and Inspections
  • Enforcement of Section 7 of the Raleigh City Code and the Solid Waste Collection Design Manual.
  • Pre/post inspections in connection with issuance of Certificate of Occupancy.

• Billing
  • Enforce, interpret, and apply policies and procedures connected to the billing of solid waste and recycling.
  • Conduct site reviews and billing audits.
  • Authorize credits and debits connected to the billing of solid waste and recycling.
  • Handle all customer service questions concerning the billing of solid waste and recycling to include problem resolution.
• Planning
  • Responsible for site permit plans review, preliminary permits plan review, Solid Waste Services Design Manual modification and interpretation, and environmental assessments and reviews in connection with businesses obtaining ABC licenses.
