Planning and Development Announces New Assistant Director

The Planning and Development department is pleased to announce the new Assistant Director for Continuous Improvement and Customer Service (CICS) is Daniel L. Stegall. Daniel has been with the City of Raleigh since 2016, most recently as Land Development Manager.

In this new role, Daniel will lead the CICS Division, which is responsible for providing high quality customer service and promoting improvements and innovations in the development review process. Their goal is to provide a customer-oriented, timely, and predictable process for homeowners and builders.

Daniel’s career has taken him all over the world working in zoning, federal facility planning, and city planning. For the past three years, he has managed the development review team responsible for review of site approvals, as well as zoning compliance.  

“We know Daniel will carry on the excellent work done by former CICS Assistant Director Karen Ray,” said Director Patrick O. Young. “His extensive experience in process improvement and problem solving is a great addition to the Customer Service Center and our executive leadership team.”

Daniel is from Chattanooga, Tennessee and holds a Bachelor of Science in Political Science from Middle Tennessee State University. In addition to his undergraduate studies, he obtained a Master of Urban Planning from State University of New York (SUNY) at Buffalo.

We are excited to welcome him to his new role with an official start date of March 11, 2024.
