Definition
Emergency Management (EM) is the managerial function charged with creating the framework within which the city will reduce vulnerability to hazards and cope with disasters.

Vision
Emergency Management seeks to promote a safer, less vulnerable community/city with the capacity to cope with hazards and disasters.

Mission 
Emergency Management protects the community/city by coordinating and integrating all activities necessary to build, sustain, and improve the capability to mitigate against, prepare for, respond to, and recover from threatened or actual natural disasters, acts of terrorism, or other man-made disasters.

Principles
Emergency Management (EM) must be:

  1. Comprehensive – emergency management consider and take into account all hazards, all phases, all stakeholders and all impacts relevant to disasters.
  2. Progressive – emergency management anticipate future disasters and take preventive and preparatory measures to build a disaster-resistant and disaster-resilient community.
  3. Risk-driven – emergency management must use sound risk management principles (hazard identification, risk analysis, and impact analysis) in assigning priorities and resources.
  4. Integrated – emergency management ensure unity of effort among all levels of government and all elements of the community.
  5. Collaborative – emergency management create and sustain broad and sincere relationships among individuals and organizations to encourage trust, advocate a team atmosphere, build consensus, and facilitate communication.
  6. Coordinated – emergency management synchronize the activities of all relevant EM stakeholders to achieve a common purpose.
  7. Flexible – emergency management use creative and innovative approaches in solving disaster challenges. 
  8. Professional – emergency management value a science and knowledge-based approach based on education, training, experience, ethical practice, public stewardship and continuous improvement.

Raleigh Emergency Management Agency

The Raleigh Emergency Operations Center (EOC)

  • Manage and maintain the Emergency Operations Center (EOC)  for the City of Raleigh
  • Provide 24-hour on-scene emergency response to emergencies and disasters
  • Provide 24-hour emergency notification to multiple response agencies
  • Provide liaison with local, state and federal authorities during major emergencies and disasters
  • Develop, coordinate and conduct emergency management training/exercise programs
  • Develop and distribute emergency management presentations, brochures, pamphlets, public service announcements and other relevant information for civic organizations, businesses, and the public.

 

Non-Emergency Call Center

To assist citizens during an emergency, a phone bank will be set up in the Raleigh Municipal Building to handle requests for special assistance, receive reports of property damage, power outages and street blockings or closings. If you are in need of assistance with any of these items during an emergency, you should call 919-996-3000.

Training

The City of Raleigh provides training and educational programs for emergency response agencies, business and industry, and the general public within the City of Raleigh. These programs, offered through our Emergency Management Agency, cover such topics as hazardous materials response, search operations, incident command system, radiological events and disaster planning, response, mitigation, and recovery operations.

The Raleigh Emergency Management Agency offers training for the public in Family Disaster Preparedness and Homeland Security. If you would like to schedule someone to speak to your group or organization, please contact REMA at 919-996-4657.

Training for government agencies is done on an on-going basis, and when possible, as requested. Several different types of training are offered. Some classes are scheduled on a regular basis such as:

  • Emergency Management Training for those that will be representing their agency in the EOC during activations
  • Other training is offered as needed, such as Storm Spotter Training from the National Weather Service.
