Transportation Planning


The central focus of all of the activities and programs for the Transportation Services Division is the planning of the City’s transportation system.  The City’s transportation plan follows an integrated, multimodal approach with a goal of providing universal accessibility for all residents, employers, and services. Transportation is more than the movement of goods and services – it is the movement of people.  It is important to us to provide a quality system that moves people safely, efficiently, and enjoyably throughout the City.

The City’s Comprehensive Plan contains the blueprint for the City’s transportation plan.  Our staff works closely with the Department of City Planning, with NCDOT, and with the Capital Area Metropolitan Planning Organization on the development, maintenance and evolution of this plan.  We also coordinate plans for future corridors with other agencies, such as the NC Department of Environment and Natural Resources and the US Army Corps of Engineers, to make sure that the plan elements remain consistent with current regulations and
practices for facility planning.

The Transportation Plan establishes a hierarchy of streets, which we compare against all new development plans.  Our staff looks at every zoning case, subdivision and site plan to make sure that new land development is consistent with the City’s transportation needs. 

The Transportation Services Division is also responsible for developing the transportation funding component of the City’s Capital Improvement Program (CIP).  We develop priorities for new projects for street improvements and new street construction.  The CIP also includes funding for transit infrastructure, streetscape projects, and parking facilities.

Our staff also works with the Raleigh City Council and CAMPO to prepare requests to NCDOT for their biennial Transportation Improvement Program.
