Office of the Treasury

The Office of the Treasury is responsible for debt management, investment management, and banking activities for the City of Raleigh.  Other functions of the division include financial modeling and analysis, revenue projections, and Departmental budget development.

Treasury Manager

The Treasury Manager directs and manages the City's treasury activities including issuance of debt, banking, custody and investment of funds, securities, and financial instruments. This position reports directly to the Chief Financial Officer (CFO) regarding strategies of funding capital projects and investment of funds for the City. The Treasury Manager analyzes financial records to forecast future financial position and budget requirements. The Treasury Manager advises the CFO on investments and debt for short and long range financial plans, prepares financial reports, and develops policies and procedures for treasury management activities. The Debt Manager, Investment/Cash Manager, and Business Analyst report to this position.

The Business Analyst is responsible for projecting and monitoring the city’s revenue streams and financial business modeling.  This position manages the budget responsibilities for the Finance Department’s eleven divisions and supports the Office of the Treasury in its many functions.

The Investment & Cash Manager is responsible for managing the cash assets of the City of Raleigh.  This involves investing idle funds in interest bearing securities, with minimal risk.  The position maintains adequate cash flow to meet the City's operational needs and monitors and maintains bank relationships. This position manages the City's $500 million plus investment portfolio.

The Debt Manager administers the City’s approximately $1 billion debt portfolio. This position evaluates financing structures available in the market for debt financing, coordinates and facilitates debt related actions on behalf of the City, and provides administrative support with the issuance of long and short term debt.  This position also develops, implements and maintains processes necessary to manage and accurately account for the debt portfolio in accordance with State General Statutes and IRS regulations and processes approximately $75 million in annual debt service payments.
