The Housing/Environmental Inspections Division is committed to improving and maintaining the quality of life and environment for all City of Raleigh citizens.  This division works towards that end by enforcing the following City Codes:


The City of Raleigh's Housing Code requires homeowners and landlords to maintain all residences (homes, apartments, townhouses, etc.), within the City limits, in a safe and clean condition regardless of when they were built.  Landlords may be required to obtain Probationary Rental Occupancy Permits, if there are multiple Code violations on their rental properties.

Rental Registration

All Residential Rental Dwellings  within the Corporate Limits of the City of Raleigh are required to be registered with the City’s Housing/Environmental Inspections Division. The registration information is used by the City’s Police Department, Fire Department, EMS, and Inspections Department to contact Property Owners or their representatives when concerns involving their properties arise. If you are not able to register your Rental Dwelling properties electronically, you may print the Rental Dwelling Registration Form and the Instructions, complete the registration form and submit with the registration fee to City of Raleigh, Revenue Services – 04, P.O. Box 590, Raleigh, NC  27602. You may send any questions concerning the Rental Dwelling Registration Ordinance by email to Rental.RegistSupport@ci.raleigh.nc.us  or call (919) 807-5110 for assistance.

The City of Raleigh's Health, Sanitation and Public Nuisance Code (Part 12 Chapters 6 and 7) requires property owners to maintain their premises in a safe and sanitary condition. These violations include high weeds and grass, accumulation of trash or junk and junk automobiles, etc.

Our team of inspectors work with city residents to make them aware of City Codes and assist them in resolving existing code violations.

You may view code enforcement activities on specific property addresses by exploring our Public Access window.  This is also the location used by property owners to register their Rental Dwellings under the Rental Registration link.  Property Owners will be asked to set up their individual registration accounts with log in and password privacy.
