Environmental Advisory Board
Created by City Ordinance (2006) 56 adopted 6/20/06; Effective 6/25/06, 7 members, who serve a two year term, appointed by City Council.
Council established the board to advise them on matters directly referred to them by the City Council related to environmental quality, to promote communication between governments and the public on environmental protection standards and policies. This committee has been tasked by Council to examine issues related to fuel efficiency, environmental education, and other items as referred by Council.
The first three items that Council has referred to the committee are:

Vehicle fuel efficiency to include consideration of the feasibility of reducing the city’s reliance on fossil fuels by 20 percent over the next five years

Energy efficiency in existing and new city facilities

Implications and desirability of the City’s abiding with the provisions of the Kyoto protocols to reduce the emission of greenhouse gasses.
On April 17, 2007, the Environmental Advisory Board recommended the City Council adopt a goal of reducing the City’s use of fossil fuels by 20 percent over five years. The council accepted the recommendation with a unanimous vote. City staff currently is compiling the City’s baseline fuel report for FY 2007-2008 and reviewing various initiatives and projects for implementation in its effort to achieve the stated goal.
Additionally, the City Council on Aug. 7, 2007, accepted a recommendation from the Environmental Board to join an international organization that is committed to reducing greenhouse gas emissions worldwide and to endorse the U.S. Mayors Climate Protection Agreement.
The City of Raleigh will join the International Council for Local Environmental Initiatives (ICLEI)-Local Governments for Sustainability, an international association of local governments and national and regional local government organizations that has made a commitment to sustainable development. The $2,800 annual membership fee in ICLEI provides the City with access to software that will help the City conduct an emissions inventory. Once this inventory is complete, the City will establish goals and strategies for reducing greenhouse gas emissions.
City Council endorsement of the U.S. Mayors Climate Protection Agreement commits the City of Raleigh to join other communities in taking steps to meet or exceed Kyoto protocol targets for reducing global warming pollution.
