All Pre-Submittal Conferences are scheduled through the Inspections Department and offers clients the option of two types of review sessions:
SITE ONLY REVIEW, preliminary review of site only plans. Site Only Reviews will be conducted on Wednesdays at 3:00 p.m. or Thursdays at 3:00 p.m.
- OR-
BUILDING TRADES ONLY REVIEW, Preliminary project discussion with any combination of staff representing the building trades without site representation can be scheduled for review Monday - Friday at 1:30 p.m.
Clients will be required to fill out a Pre-Submittal Conference Application and return it to one of the Express Review Coordinators listed above within 48 business hours to confirm the scheduled time and date
Staff will send the client an email or fax confirmation with the assigned transaction number after they receive the application and fee payment
SITE ONLY – Pre-Submittal Conference
This conference will bring together staff from multiple departments to review site plans, prior to preliminary plan submittal. Key review staff from the Planning, Inspections, Public Works, Public Utilities and Fire departments will be required to research the property in advance of the Pre-Submittal Conference and come to the meeting prepared to discuss your specific project.
What do I need to submit to the City?

Pre-submittal Conference
Client must submit ten (10) sets of plans to the Inspections Express Coordinator five (5) days prior to the scheduled Pre-Submittal Conference
Client must pay plan review fee within 48 hours of confirmation of conference ($600 for staff research and a 30 minute face-to-face review)
Minimum plan size is 24 x 36 (Plans do not have to be signed or sealed)
Must show zoning on plans and if conditional use zoning applies, the conditions must be attached to the plans
Must show Wake County PIN
BUILDING TRADES ONLY – Pre-Submittal Conference
This is an opportunity for clients to meet with staff of various disciplines to discuss projects prior to submission for review. This is not a formal plan review but rather a fact finding Q & A conference. These meetings will be tailored to suit the needs of the client. While scheduling, the client tells the Express Review Coordinator which trades need to be represented at the face-to-face review and the session will be designed accordingly. Plans are not required prior to a “building trades only” Pre-Submittal Conference. This type of review may be scheduled for Monday through Friday at 1:30 p.m. Site issues will not be discussed in these sessions.
The projects that qualify for this type of review can be any of the following:
New construction
Additions
Alterations
Interior completion
Change of occupancy
Alteration to shell

Clients are encouraged to bring in one complete set of plans for every building trade requested to attend the meeting
Minimum plan size is 24x36
Fact finding mission sessions are allowed without formal plans
Client must pay for review time the same day at the end of the conference; Review fee is $600 per hour

The $600 fee will cover the preliminary property research and the 30 minutes of face-to-face review time
City of Raleigh accepts payment in the form of: check, cash, VISA and MC
BUILDING TRADES ONLY – Pre-Submittal Conference
The fee will be $600 per hour for the amount of time needed to complete the review regardless of the number of disciplines required to attend. The first hour or any part of the first hour is $600, any time after that is charged in 15 minute intervals
Payment is due the same day at completion of the review

How long will this process take?
SITE ONLY – Pre-Submittal Conference
Client pays for a one hour session. Staff will use 30 minutes on a date prior to the meeting with client to research the project. Then multi-departmental staff as required will attend a scheduled 30 minute face-to-face discussion with the client to discuss the project specifics and answer questions
Formal comments will be entered into IRIS (computer system) and will be available for client review at the end of the week through the Online Development Center
BUILDING TRADES ONLY – Pre-Submittal Conference
Review time is available to the client in one hour increments and will include a face-to-face discussion with trade/site staff as required for your specific project
Verbal comments as well as formal comments will be entered into IRIS (computer system) and will be available for client review at the close of the business day through the Online Development Center
