Public Works Permits - Inspections - Fees


Inspection Fees for Driveway and Sidewalk Construction Permits

Driveway permit fees are $72.00.  Sidewalk permit fees are either $72.00 or $.21 per linear foot, whichever is greater. 

The re-inspection fee is $62.00.

To research other associated project fees and details for the above permits, refer to the current Fee Schedule.  These fees are collected by the City of Raleigh Inspections Department cashiers located at One Exchange Plaza, Suite 404, adjacent to 219 Fayetteville Street in Raleigh, NC.


Construction Inspection Fees

Construction inspection fees  are $1.03 per linear foot for each public street, water main, or sewer main constructed within public right-of-ways or easements.  This inspection fee applies to each improvement.  The inspection fee is calculated after the construction plan approval process is complete and is due before client receives the approved mylars.

Prior to being placed into service, all sewer main extensions and water and sewer service connections to the City’s water and sanitary sewer systems installed by a private contractor shall be inspected and determined to have been properly installed by inspectors from the City’s Central Engineering Department and the City’s Public Utilities Department.

In the Raleigh planning jurisdiction where the inspections are performed by the Public Works Department, these fees shall be collected by the Inspections Department at the time of application. For fee information, visit the Infrastructure Construction Plans page.

In the Garner, Rolesville, Knightdale, Wake Forest, Wendell, and Zebulon planning jurisdictions, these fees will be collected at the time the construction plans are submitted for Public Utilities approval.  For fee information, visit the Infrastructure Construction Plans page.

Private Street Inspections

The inspection of the construction of private streets within cluster units, condominiums, group housing, townhouse developments and mobile home parks submitted for city approval is the responsibility of the owner/developer.  Copies of certified inspection reports (requirements listed below) involving subgrade/aggregate base proofrolls, aggregate base and asphalt densities and thickness, and other pertinent information must be submitted to the City's Engineering Inspections Manager at PO Box 590, Raleigh, NC  27602 or faxed to (919) 996-7668.

Permits for the remaining 25% of the buildings within a development will not be issued until the above requirements have been met and a letter of acceptance is issued.

CITY OF RALEIGH REQUIREMENTS FOR INSPECTION & MATERIAL TESTING OF PRIVATE STREETS

Certified inspection reports from a geo-technical firm or equivalent agency are to address the following:

Subgrade Approval
1. Subgrade cut to correct grade (normal crown 1/4" per foot)
2. Subgrade to be neat, clean, and properly rolled down

3. Subgrade proofroll performed with a fully loaded water truck or tandem axle dump truck with no allowable deflection

Aggregate Base Approval
1. Aggregate base to be placed and compacted to the correct grade (normal crown of 1/4" per foot)
2. All edges trimmed to proper depth and all loose stone removed
3. Base course to be smooth, hard, and well bonded
4. Base course proofroll performed with a fully loaded water truck or tandem axle dump truck with no allowable deflection

Material Testing
1. Aggregate base course thickness and density test
2. Asphalt thickness and density test
