Moore Square South Development Strategy
Status of June 25, 2008:
Moore Squareis located east of Raleigh’s downtown core and is a gateway to East Raleigh and to Southeast Raleigh. The Moore Square South Development Strategy, A Raleigh Downtown Livable Streets Residential Initiative, was approved by City Council in September 2004. The market-based development strategy was follow-up action to the Livable Streets Downtown Plan (the Plan), approved in July 2003 that outlined 130 actions and strategies to complete over five years. The Moore Square South Development Strategy was designed as part of that and previous efforts to strengthen the residential character of downtown and the surrounding neighborhoods as well as the pedestrian connections between them.
The Strategy evolved from a study initiated by the Departments of City Planning and Community Development. The purpose of the study was to provide an overall strategy to regenerate a residential neighborhood within a seven-block study area and focused on City-owned properties. Strategy elements included urban form/design, land use, residential program/target market, and streetscape and pedestrian circulation. The study involved several public meetings to determine the right transition in density and scale between the built up urban core and the single-family community to the east.
The final development strategy focused on the re-establishment of a viable residential neighborhood, using a variety of market rate and affordable residential options along with service retail and institutional uses. Residential flats, street-level retail, high-density residential buildings were among the site-specific recommendations in the approved strategy which notes that the study area offers the potential of between 250-300 residential units and approximately 30,000 square feet of retail/office uses. Since approval of the Strategy, completed projects include:
The Palladium Plaza, a mixed-use development of 66residential units and 3,000 sq. ft. of retail space, is located on Blount Street, between Davie and Cabarrus Streets, and next door to the Progress Energy building.
Carlton Place, 80-unit apartment/ground floor commercial development, located on Davie Street across from Moore Square.
The revitalization and reinvigoration of residential neighborhoods east of downtown continues with the Olde East Raleigh Small Area Plan approved by City Council in September 2007. The Plan is a policy document to guide future land use decisions. As with the Moore Square South Development strategy, the Small Area Plan strives to strengthen neighborhood connections to the rapidly developing downtown core. The Small Area Plan encourages rehabilitation, medium-density residential, mixed-use development, coordination of streetscape and neighborhood image improvements, and efforts to retain the community’s historic integrity.
