Neuse River Watershed Plan
CP-7-05 Neuse River – Richland Creek Watershed Plan. An approved amendment to the Comprehensive Plan to establish land use policies for the watershed area.
TC-7-05 Urban Water Supply Watershed Protection Area Overlay District. An approved new zoning ordinance prepared to establish zoning regulations for the Neuse River – Richland Creek Watershed in conformance with State watershed protection standards. No rezoning of property is taking place at this time; only the creation of a possible zoning district that may be considered for application at a later date if necessary.
Council has authorized development of Neuse River/Richland Creek Watershed Plan. The Raleigh City Council on August 3, 2004 approved the development of a Neuse River/Richland Creek Watershed Plan. The goal of the plan is to provide appropriate land use and watershed protection policies within the possible water supply watershed. The watershed plan has been developed to balance economic development interests with State of North Carolina water quality guidelines.
The area is within the Raleigh extraterritorial jurisdiction (ETJ) and is bounded by Durant Road, Capital Boulevard, the extension of NC highway 98 and Falls of Neuse Road. It includes properties to the north and south of the Neuse River that include the Richland Creek watershed and several tributaries on the south side of the Neuse River.
The planning process has included a City staff technical team that will develop land-management policies with a stakeholder group representing commercial and residential interests in the area. City staff has also coordinate the efforts with Wake County, the State of North Carolina Department of Natural Resources - Division of Water, and the Town of Wake Forest. Several stakeholder group meetings were held to develop the plan and has include public forums at the beginning and end of the process. The forums were planned to increase community awareness and participation in the planning process.
Under State of North Carolina law, the City is required to submit its revised water supply watershed protection program to the State within 270 days after it receives notice of a reclassification from the State. Although the City has not received the notification letter, its arrival is expected shortly and the revised program is expected to be due by the spring of 2005.
