Peace Streetscape Plan Implementation


Status as of April 8, 2009
The Public Works Department is the lead coordinating agency for construction of the Peace Street streetscape improvements with Saeed Ghori as the Project Manager.  An undergound utility survey and a traffic signalization plan will add necessary engineering details to allow ColeJenest & Stone to complete the final construction drawings.  Funding for improvements was allocated in the City of Raleigh Capital Improvements Program budget, but has been placed in reserve due to economic conditions. A revised construction schedule will be posted as funding becomes available.

Description
The Peace Streetscape and Parking plan was adopted by City Council in September of 2002 along with the Pedestrian Business Overlay District to establish streetscape design standards for properties within the Peace Street business area. These standards are intended to help coordinate consistent improvements along Peace Street (such as street trees, lighting, and sidewalk design) with redevelopment and City of Raleigh initiatives.

The implementation of the Peace Streetscape improvements will include the frontage of properties along Peace Street from West Street to Saint Mary's Street.  The streetscape improvements are intended to enhance the appearance of the corridor, improve the safety of the streetscape for pedestrians, and support economic development in the area.

Design Considerations

  • Integration of Peace Street and Parking Plan Standards
  • Roadway criteria (driveway requirements, coordination of curb cuts etc.)
  • Service requirements as they relate to driveways (vehicle type, location etc.)
  • Pedestrian circulation/ sidewalk requirements
  • ADA access requirements
  • Street trees
  • Materials/ site furnishings
  • Consolidation of overhead utilities
  • Effects on adjacent property owners/  layout of parking
  • Coordination of signage, traffic signals & site lighting
  • Maintain existing subsurface infrastructure (storm drainage, sanitary sewer, waterlines etc.)


Process
The City of Raleigh Department of City Planning initiated the implementation of the Peace Streetscape Plan for the area between West Street and Saint Mary's Street. In January of 2007, ColeJenest & Stone were contracted to prepare conceptual design and construction drawings for the Peace Streetscape Plan area between Saint Mary's Street and West Street. Two community meetings were held in January and April for community participation and outreach.  Two open house sessions were held on April 25th and 26th 2007 to gather feedback from property and business owners along the Peace Street section under consideration.  The discussion from those meetings helped to coordinate streetscape design with business needs along the street.
