Planning Background
The City Council adopted the Raleigh 2030 Comprehensive Plan on October 7, 2009 and it took effect on November 1, 2009.
The recent adoption of the 2030 Comprehensive Plan is the culmination of a two-year public process. This background page contains a wealth of information that serves to inform interested parties of the roadmap to adoption. Beginning with an internal staff audit of the 1989 Comprehensive Plan, ending with each memorandum provided to City Council up to the adoption date, all background information that helped shape the Plan can be found here. The information is grouped into three categories: information gathered and produced that shaped the initial staff draft of the 2030 Comprehensive Plan ("Shaping the Plan"); information produced related to the Public Review Draft ("Public Review Draft"); and information regarding the public hearing and adoption phase ("Adoption Process").
Shaping the Plan
The Comprehensive Plan amendment began in 2007 with a combination of staff research and analysis and public interaction. Browse through all of the background information, recount the comments in the public workshops and view the 'Big Ideas' submitted.

Throughout the process, multiple workshops and events were held to receive public input. The kick-off event was held in November 2007. This first round of workshops provided a baseline of information that shaped the document. Read the meeting report of the first round of workshops. The follow-up workshops were held in March 2008. The Community Outreach Compendium is a compilation of all initial public meetings with the Citizen's Advisory Councils and interested stakeholders. The portal contains a synopsis of each of the meetings.
In May 2008, the City made a call for Big Ideas. No idea was deemed too far-fetched. A sample of the big ideas submitted was compiled in a report. View the Big Ideas report.
Kids City was an event held in May 2008 that captivated the City's young planners. Children of all ages participated in the planning and construction of a mythical city, truly experiencing the power of planning.
Public Review Draft
The Plan was uploaded to an interactive online public commenting portal on December 1, 2008. A public comment period occurred from the launch of the draft until February 2009. During such time, staff received over 1,200 logged comments on the commenting portal. View all comments received, initial staff response and staff resolution on the comment and response spreadsheet.
The final round of workshops was held in January 2009, during which the draft version of the document was presented for review and comment. Read the meeting report of the third round of workshops.
Along with changes to the Plan text, many comments were received on the first city-wide future land use map. Staff detailed these map enhancements in a series of before and after comparative maps. These comparatives detail a synopsis of the comment received and the staff response, followed by a side-by-side comparison of the area in question. View the future land use map comparatives.
Adoption Process
A joint public hearing before the City Council and Planning Commission was held on March 19, 2009. Many members of the public voiced their opinions regarding the Plan. All comments made at the public hearing, and those received post-public hearing were documented, analyzed and addressed by city staff. View the public hearing spreadsheet.
The Planning Commission conducted fourteen meetings between March and July 2009 to review the 2030 Comprehensive Plan. On July 14, 2009, the Planning Commission recommended approval of the 2030 Comprehensive Plan with amendments. The Commission recommended edits to the text of the Plan and adjustments to the Future Land Use Map as a result of deliberation and public comment. The alterations maps include a 'before and after' of each future land use map change. The map on the left side represents the state of the Future Land Use Map as of March 19, 2009; the public hearing date. The map on the right side represents the recommendation of the Planning Commission.
The Planning Commission discussed many topics at the public meetings. Staff produced memorandums to provide information to guide the Commission. The memorandums relate to wide ranging topics: future land use map revisions, text revisions and comment resolution. The memorandums may offer insight into the resolution of future land use changes and revisions to the text of the Comprehensive Plan.
The Environmental Advisory Board reviewed the Comprehensive Plan and provided detailed commentary. This EAB report was reviewed by the Planning Commission, with recommendations to Plan enhancements made to the City Council as a result. Read the EAB report and response.
Public comments were received after the official public comment deadline on January 31, 2009 and throughout the adoption process. The submitted comments resulted in approximately 140 enhancements to the Plan. Read all redline text edits reviewed during the Adoption process and incorporated into the Plan.
The City Council conducted two public listening sessions and three workshops to review the Plan. Issues raised or questions asked by the City Council or members of the public were addressed in staff memorandums in response to correspondence from the Mayor and City Council.
