2030 Comprehensive Plan


On this page you can find links to all of the documents and presentations produced during the planning process leading up to the release of Public Review Draft of the 2030 Comprehensive Plan.

Presentations
A variety of presentations have been given as part of the comprehensive planning process. The links below provide access to presentations given at key milestones in the process. Additional presentations are available upon request.


Background Information
Several background studies were undertaken as preparation for the Comprehensive Plan update. Major studies include:

  • Land Capacity Analysis to study accommodation of future growth within Raleigh's planning jurisdiction, based on existing vacant and developable land under current zoning.
  • The Community Inventory Report contains extensive background studies covering all the topics relevant to the Plan elements. It has served as the factual and analytical basis for the Plan.
  • The Vision Statement sets forth the overall vision for the plan. It addresses how the Vision was developed, the issues which informed the Vision, and statement itself, and the six key themes which support it. These six themes serve as the overarching goals for the updated Plan. The Vision Statement was developed through the first two rounds of Public Workshops.
  • The Policy Audit is an analysis of all the policies found in the 1989 Comprehensive Plan with implications for the new Plan.  The Interim Downtown Framework provided guidance for downtown activity while the new Comprehensive Plan was being prepared, and provided the basis of the Downtown Element of the new Plan.

Several other documents such as the Community Profile, Frequently Asked Questions, State of Raleigh Today, Population Estimate and Community Profile are snap-shots of Raleigh that provide some basic background information about the city.


Public Input and Involvement
The City of Raleigh is close to the end of the 24-month Comprehensive Plan update process. The three rounds of Citywide Public Workshops in November  2007, March 2008, and January 2009 each produced a stand-alone summary report. A detailed account of other public meetings can be found in the Community Outreach Compendium. As part of community outreach the City has partnered with several other organizations that are listed in the "Partners for Community Involvement."  The other documents listed below provide additional information regarding specific public participation events.
