As a follow up to Raleigh City Council and Wake County Commissioner action, the City of Raleigh has formed a partnership with Wake County, Triangle United Way, and the Wake Continuum of Care, to develop and implement a strategic action plan with the goal of ending and preventing homelessness through a comprehensive series of strategies targeted at helping those persons most at risk in our community with incomes at or below 40% of our Area Median Wage.

-- According to the 2000 Census, 29,807 Raleigh residents are below the poverty line -representing 11.5% of the population. (approximately 12,681 households in Raleigh earn less than $21,400 annually)

The plan has been presented to the community, has been approved by both the Raleigh City Council, the Wake County Commission and is now in the Implementation Stage.   Five Action Teams have been formed, each focusing on one of the plans key objectives: Employment & Education; Housing; Services & Supports; Engagement; and Prevention. (see the documents linked on this page)  Each of these five Action Teams have many dedicated individuals working in teams called Strategy Groups which are focusing on specific issues and actions. You are welcome to join any of these Strategy Groups and participate in their exciting efforts to forge new partnerships and carry out actions and strategies which will help lead to ending and preventing homelessness by helping those persons in our community who are most at risk.

- Families making below 40% of area median wage have had the most difficult time affording housing and most can not afford local market rents.  (approximately 18,595 households earn less than $29,000.00 annually)
