Stormwater Management Advisory Commission (SMAC)


The SMAC serves as the official citizen advisory board to the Raleigh City Council on issues related to Stormwater & Drainage management policy.  The Commission advises on matters related to the funding of the Stormwater Management Division’s Capital Improvement Program (CIP), program policies, and facility planning.  The Commission serves as a liaison between the City and the citizens of the community.

The Commission consists of ten members appointed by City Council to overlapping two-year terms.

Established by Ordinance (2003) 527 – 10 Members who all reside within the Raleigh City limits.

The SMAC is charged by City Council to perform four specific duties:

  • Review and recommend to the Council stormwater policies, long range plans, and their budgetary impacts on the Stormwater program. 
  • Review and comment to Council on the Stormwater annual Capital Improvement Program (CIP).
  • Respond to City Council and City staff requests for advice on matters relating to the Stormwater program.
  • Present annual report of key actions and issues and its annual work plan to Council.

 

SMAC Mission Statement: The Stormwater Management Advisory Commission (SMAC) will manage resources sufficiently to protect the public infrastructure, quality of life, environment, and property of the citizens of Raleigh through fair and equitable cost effective means.  The SMAC recommendations will seek to improve, enhance, and protect the quality of the Neuse River.

SMAC Meeting Dates:
The SMAC’s regular monthly meeting is held on the 1st  Thursday of the month at 3:00 pm  in the Avery C. Upchurch Government Complex located at 222 W. Hargett Street, Raleigh, NC.   The public is invited to attend Commission meetings.

Some meeting times may differ from stated times due to holidays or other schedule changes; check the website periodically to verify a particular meeting time and place if you are planning to attend.  Meetings are subject to change following public notice of at least 48 hours.
