Chavis and Pullen Park Carousel Renovation and Park Improvements

Background:

The Raleigh City Council has authorized a Design Development phase be prepared addressing proposed improvements to the Chavis Park and Pullen Park carousels, carousel houses, and related park facilities.  Design decisions for integrated park improvements are being addressed and coordinated to ensure continuity of future phased construction.  Funding for both the Pullen and Chavis Park projects was approved as part of the 2003 Park Bond initiative.  Due to a delay in funding, design work began in 2006.

During the conceptual development of design for the new carousel houses, the design team presented regular updates to the Parks, Recreation and Greenway Advisory Board, the Raleigh Arts Commission, the Raleigh Historic Districts Commission, and the Raleigh City Council.  Updates were presented to the Central and South Central CACs as well.  Members of the Carousel Task Force, the Chavis Park and Pullen Park Master Plan Committees, and the public was invited to attend these meetings.

Additional public forums were provided to gather citizen input.  A Public Workshop for Pullen Park Playspace was held in November 2005 at the Pullen Arts Center. And a formal Public Presentation was provided in March 2006 to review and collect comment on preliminary design drawings for the Chavis and Pullen Park Carousel Renovation and Park Improvement Projects.

Conceptual design of the two carousel houses has been completed.  The Chavis carousel house is proposed to be located just up the hill from the plaza next to the Chavis Park pool, differing slightly from the Park’s Master Plan.  This more visible location will enhance access, and improve the connection with the Community Center and its rental space and restrooms.  Cost estimates, site plans, and bidding plans are underway for a project completion in 2009.

The Pullen carousel house is part of a larger planned renovation of the Amusement Area, including a new office, concessions, plaza, underground utilities and playspaces.  Cost estimates and site plans are underway to bid this project in Fall 2009, construction during Fall-Winter 2009-2010 and completion in 2010.  Pullen Park Amusements will be closed to the public during this project.

The adopted Chavis Park Master Plan, the adopted Pullen Park Master Plan, and the Carousel Task Force Report provide the background and guiding principles for the Design Development process.  Summary information, including an extensive background presentation from the March 2006 Open House, is provided below.
