Horseshoe Farm Park -- Wildlife Habitat Zone Advisory Team (WHZAT)


Citizen Advisory Council (CAC) District: Northeast

The Wildlife Habitat Zones Advisory Team (WHZAT) will assist with design, planning, and management recommendations for wildlife habitat areas of Horseshoe Farm Park in Raleigh, North Carolina.

Horseshoe Farm Park  is a 146 acre site in NE Raleigh, located at an oxbow of the Neuse River containing a state designated Significant Natural Heritage Area.  The Park was recently master planned by the City of Raleigh Parks and Recreation Department.  Key features of this Park will be wildlife management areas, natural resources education, passive outdoor recreation and land stewardship opportunities.

The City of Raleigh is fortunate to have WHZAT members donate their time towards stewarding Horseshoe Farm.  The input and expertise of WHZAT members will help the City of Raleigh develop an important wildlife management component to the Park.  The Raleigh City Council would like to move forward on Horseshoe Farm Park, and the Wildlife Habitat Zones Advisory Team is critical for this progress.

WHZAT consists of the following members:

WHZAT outcomes:

The proposed WHZAT outcomes are an attempt to set several preliminary prescriptions.  The outcomes may be updated by the WHZAT members.

  • Delineate wildlife zones: field locate and map the zones with GPS
  • Delineate and map Significant Natural Heritage Area portion of Horseshoe Farm Park
  • Visual Aid with Narrative that may include annual management recommendations for the wildlife zones


WHZAT Calendar:

The WHZAT members will assemble for approximately 5 meetings, for a duration of 2-3 hours per meeting.  In addition to official meeting times, informal meetings may be required for tending to necessary activities such as reviewing site inventories or conducting personal site visits.

Proposed schedule:

Meeting 1:
Thursday January 29th   Anderson Point Lodge 10– 12

  • Introductions and Orientation
  • Agree on Goals of Team and Process of Team Collaboration
  • Horseshoe Farm Park Masterplan update and 5 Goals of Stewardship
  • Hand out and discuss Horseshoe Farm inventories
  • Discuss existing conditions at Horseshoe
  • Record meeting summary and publish on City of Raleigh website


Meeting 2:
Thursday February 12th   Horseshoe Farm Park   9 - 12

Rain date Friday February 13th 2pm-5pm

  • Site visit, led by David Shouse City of Raleigh
  • Data gathering/ Pre-mapping
  • Brainstorming: what, why and how
  • Agree on end goals of WHZAT
  • Assign responsibilities based on site needs, individual expertise, interests
  • Record meeting summary and publish on City of Raleigh website


Meeting 3:
Thursday February 26th   Anderson Point Lodge   9 – 12

  • Outlining measures for wildlife management
  • Drafting Visual Aid and Narrative outlines
  • Record meeting summary and publish on City of Raleigh website


Meeting 4:
Thursday March 19th    Horseshoe Farm Park   9 – 12

Rain date Friday March 20th 2pm-5pm  

  • Visual Aid and Narrative refinement and consensus
  • Mapping finalization
  • Record meeting summary and publish on City of Raleigh website


Meeting 5:
Thursday April 2nd   Horseshoe Farm Park or Anderson Point Lodge 10– 12

  • Finalization of Visual Aid and Narrative
  • Measures of performance and evaluation
  • Record meeting summary and publish on City of Raleigh website
