Council Approves TC-5-08


This text change amends Zoning Code by updating the city's thoroughfare and open space facility fee program. Changes include increase of existing fees and modifications to fee and reimbursement schedules.

  • New Facility Fees go into effect June 1, 2008
  • Reimbursement Rates go into effect July 4, 2008


Thoroughfare Fees:

The Business and Economic Development Committee recommended that the City implement the new methodology recommended by Duncan and Associates for calculating fees.  This new methodology is based on new trip generation data, average trip length by land use, and current construction data. These rates will be set at 60% of the maximum possible fee allowed under the Duncan methodology.

Sample of Thoroughfare Fee Increases (complete fee schedule available soon)

  • Single Family: was $528 increase to $1,386 for a home from 2,000- 2,999 sq. ft.
  • Industrial (per 1,000 sq. ft.): was $311 increase to $1,084
  • Warehouse (per 1,000 sq. ft.): was $519 increase to $623
  • Multi-family (per unit): was $322 increase to $925
  • Retirement Community (per unit): was $174 increase to $388
  • Hotel/Motel (per unit): was $538 increase to $1,322

 

Open Space Fees:  (Apply only to Single Family & Multi-Family Dwellings)

The Open Space Fees will increase by 75% as recommended by the Business and Economic Development Committee.  The committee agreed to conduct a second study with Duncan and Associates to revisit the issue of using the new Wake County tax valuation data.
