How Are Tanker Trucks Certified For Hauling Recaptured Water?


Tanker owners who wish to be certified to haul recaptured water should contact the EM Johnson water plant at (919) 870-2870 to schedule a time for the initial certification to be performed.  A numbered sticker will be placed on all tankers that pass the certification.  Once certified, the tankers should not be used to haul reuse water, biosolids, fuel or other contaminants.  

 Initial Tanker Truck Certification Testing Procedure:

  1. Contact the EM Johnson water plant at (919) 870-2870 to request certification for hauling captured water, and schedule a time for the initial certification to be performed. Submit a copy of the most recent vehicle safety inspection.
  2. Haulers already under contract as of 2/15/2008 will contact Clifton Hoyle (919) 870-2870 at EM Johnson Water Plant for initial certification testing.
  3. Once on the plant site, the interior of the tanker will be sprayed down with finished water, approximately 1% of the tanker volume (i.e., 60 gallons for a 6000 gallon tanker).  A water sample will be collected by the Press Operator for testing by the Laboratory.
  4. The Laboratory will test a representative sample of the spray down water.  Results will be available within 24 hours.  The Laboratory will verify water quality by using Microtox (or DeltaTox) and Sensicore systems.
  5. Upon passing initial certification testing, tankers will be issued a certification number (3 digit code) and a placard/sticker that must be prominently displayed on the rear of the tanker.
  6. To prevent back-flow, the Public Utilities Director, or his designee, will issue a hydrant meter to non-top load tankers.


If the tanker fails initial certification tests, it must be cleaned and the certification testing procedure repeated.  Tankers that fail two consecutive certification tests will not be allowed to haul captured water.
