City Manager

The City Manager's Office is the administrative center of the City of Raleigh's organization.  In addition to the coordination and oversight of activities of all City Departments, the City Manager's office also provides direct staff assistance to the City Council and Council committees, leads the financial and budget management process for the City and directs the City's efforts to plan for the future.  The City Manager's office is responsible for the activities of the Arts Office, the Community Relations Administrator, the Emergency Management Office and the Development Services Division.  Also, much of the City's interaction with Federal and State agencies and other outside organizations is coordinated through the City Manager's office.

J. Russell Allen is the Raleigh City Manager.  He was hired by the City Council as City Manager in 2001.  Before coming to Raleigh, Mr. Allen was the City Manager of the City of Rock Hill, South Carolina.  He is aided by three Assistant City Managers as follows:

Lawrence Wray has been Assistant City Manager since 1984.
Julian Prosser has been Assistant City Manager since 2004 and also acts as the head of the Administrative Services Department.
Daniel Howe was also appointed Assistant City Manager in 2004.

Department Goals/Information:

City Manager’s Five Strategic Themes

  • Customer Service: Investing and integrating new systems, technology, training and organization development programs to help us become the single best local government for direct service anywhere in the country.
  • Neighborhood Quality: Developing citizen participation and responsive programs and services to enhance the quality of life for our neighborhoods.
  • Capital Projects: Developing our infrastructure (buildings, parks, transportation and utilities) by performing well on our Capital Projects. This will enable us to both keep up with growth and be a place where people want to live.
  • Environmental Initiatives: Seek sustainable advances that will assist us in creating a positive environmental impact in the projects we take on and in the way we work.
  • Growth: Developing and implementing strategies (for downtown, new and redeveloping neighborhoods, etc.) to manage growth by focusing on our Comprehensive Plan to ensure that Raleigh continues to be a location where people want to live and work.

 

The City Manager’s Office is located in Room 228 of the Raleigh Municipal Building at 222 West Hargett Street.  Administered through the City Manager’s office are the following programs:

  • General Departmental Oversight – The City Manager’s office oversees all administrative and operating Departments  that provide City services
  • Public Policy Development Assistance for City Council – The City Manager and his staff perform research, suggest policy directions and evaluate potential public programs
  • Staff Assistance for City Councilors – The City Manager’s office provides direct staff assistance to individual Councilors and the Mayor
  • Community Relations Administrator – The Community Relations Administrator resolves issues raised by citizens regarding City services and processes
  • Emergency Management Office – The Emergency Management office provides a comprehensive approach to preparing for, responding to, recovering from and mitigating the affects of emergencies and disasters. This office works with city departments, outside agencies and the public to coordinate the Emergency Management Program   
  • Arts Office – The Raleigh Arts Commission, which is responsible for administration of the City’s arts funding programs, is staffed through the City Manager’s office
  • Development Services Division - This group is an independent, overarching management structure with responsibility to manage the Land Development Process across departmental lines and provide the communication link between external and internal customers regarding all Land Development issues
  • City Council Agenda Preparation – The administrative staff of the City Manager’s office prepare the regular City Council meeting agendas

  • Intergovernmental relations – The City Manager’s office coordinates communication and cooperation with other levels of government and other outside public and private agencies
  • Special events coordination – The City Manager’s office helps coordinate major events such as the MEAC tournament that are traditionally held in Raleigh
