City To Roll Out Draft Of Updated Comprehensive Plan On Dec. 3


Raleigh residents are invited to attend the official release of a draft of the updated Comprehensive Plan for the Capital City. The City of Raleigh is unveiling the draft plan during a public event on Wednesday, Dec. 3 from 6:30 p.m. to 9:00 p.m. at the Raleigh Convention Center.

The program will include short presentations and an open house.  Attendees will have an opportunity to meet and talk with members of the City Council, Planning Commission, City Planning staff, and other City boards and commissions. The project consultants also will be in attendance. Summaries of key elements of the updated Comprehensive Plan will be available. Important policy maps from the plan will be on display, including a new land use plan.

The updated Comprehensive Plan will be the culmination of 18 months of work on the part of City staff and consultants. The plan will provide the framework to guide the City’s growth through 2030. The plan has a firm grounding both in data and analysis, represented by a 400-page Community Inventory Report; as well as an extensive public process involving six citywide public workshops, four community meetings, nine issue-focused roundtables, and two downtown-focused workshops. The City has reviewed more than 5,000 existing policies as part of the Comprehensive Plan update process.

The updated Comprehensive Plan has an expanded scope but is also substantially simpler than the current plan. It includes new elements that address land use, environmental protection, urban design, arts and culture, regional coordination and Implementation. At the same time, it is only about 25 percent as long as the existing plan, with 25 percent as many policy statements and action items. The centerpiece of the Comprehensive Plan consists of the future land use and growth framework maps, which set forth the vision and the mechanics of how the next two decades of growth can be channeled into a centered growth pattern served by a network of transit corridors, urban streets, and parkways. Guiding all the Plan’s policies and actions are six core themes of (1) Economic Prosperity and Equity; (2) Expanding Housing Choices; (3) Managing our Growth; (4) Coordinating Land Use and Transportation; (5) Greenprint Raleigh; and (6) Growing Successful Neighborhoods and Communities.

The draft Comprehensive Plan will be available for review and comment both on-line and at City of Raleigh offices and Wake County public libraries. A special website will allow anyone with an internet connection to comment on every policy and action statement in the plan. Comments will also be accepted in any form that citizens may wish to use, from letters to phone calls. The comment period will be open from Dec. 1 through Jan. 31, 2009. During this time, the final three citywide public workshops will be held to provide another vehicle for input. These workshops will be held in January at the following dates, times, and locations:

  • Tuesday, Jan. 13 at Providence Baptist Church, 6339 Glenwood Avenue;
  • Wednesday, Jan. 14 at Moore Square Magnet Middle School, 301 S. Person St.; and,
  • Thursday, Jan. 15 at Church of God of Prophesy, 1200 S. State St.
