Raleigh, Mecklenburg County Develop Joint Online Plans Review Service


The City of Raleigh and Mecklenburg County have launched a joint online review service for residential master plans. Builders who are doing identical construction projects in Raleigh and Mecklenburg County no longer have to file the plans separately in both jurisdictions. Only one electronic filing is needed for the E-Plan Review Program, saving time and money.

The online E-Plan Review Program can be found at www.e-plan-nc.org. Residential master plans submitted to the collaborative website are reviewed by the City of Raleigh and Mecklenburg County. Once approved, the master plans can be permitted unlimited times in either jurisdiction without further review.

The E-Plan Review Program allows builders to submit plans and plot plans electronically, receive immediate confirmation of plan receipt into the plans review program and monitor the status of a single plan or multiple plans at one time. A user name and password are assigned to each builder to provide security for plan data submitted. The builder or company that submitted the plan and staff from the City of Raleigh and Mecklenburg County are the only parties that can access the plan. Once the master plan is approved and stored in the plan library, builders will only be required to submit an electronic copy of the lot specific plot plan, reference the approved plan and identify what pre-approved options are being requested for permitting.

With the E-Plan Review Program, the City of Raleigh and Mecklenburg County expect to improve the efficiency of the review process for residential master plans, reduce the review time for these plans; and eliminate repetitive plan review by the two jurisdictions.

Builders do not have to pay additional fees to participate in the E-Plan Review Program. The program actually will result in savings for participants in printing and delivery costs (i.e., courier service and fuel) and time. In summary, here are some other benefits of the E-Plan Review Program:

  • Instant submittal of residential master plans at your convenience and without delays. Plan identification number assigned immediately with confirmation;
  • Eliminates the need for additional paperwork;
  • Predictability in that one residential master plan is used by multiple jurisdictions; and,
  • On-line storage allows builders to have access to their anytime and from anywhere.
