Civil-Site Plan Pre-Application Meeting Program A Huge Success
The pilot program ended March 31, 2008 and the new process will begin May 1 as a permanent program to be added to the list of services designed to assist the development community. The new program is to be merged with the Preliminary Plan Review process currently offered by the Inspections Department. The new program will be called Pre-Submittal Conference. The Pre-Submittal Conference will be offered for the preliminary review of site or building trades.
Site Only – Pre-Submittal Conference (aka: Pre-Application Meeting) is designed to address the needs of the development community by having a formal program that includes multiple departments that come together to review site plans. Key review staff from the Planning, Inspections, Public Works, Public Utilities and Fire departments will be required to research the property and come prepared to discuss the project at the 30 minute face-to-face pre-submittal conference. This session will be offered for a flat fee of $600 required within 48 hours of confirmation of conference. This $600 fee will cover the preliminary property research and the 30 minutes of face-to-face review time. Formal comments will be entered in IRIS and will be available for client review at the end of the week through the Online Development Center.
The projects that qualify for site only review will be:
- Proposed new building greater than 10,000 square feet
- Non-exempt subdivision greater than 10 acres
- Multi-Family project (town homes, group housing, condos)
- Projects in an overlay district
Site Plans review requirements:
- Client must submit ten (10) sets of plans to the Inspections Express Coordinator ten (10) days prior to the scheduled pre-submittal conference
- Client must pay plan review fee within 48 hours of confirmation of conference ($600 for staff research and a 30 minute face-to-face review)
- Minimum plan size is 24 x 36 (Plans do not have to be signed or sealed)
- Must show zoning on plans and if condition use zoning applies the conditions must be attached to the plans
- Must show Wake County pin number
Building Trades Only – Pre-Submittal Conference (aka: Preliminary Express Plan Review) has also been revamped. This program will be tailored to suit the needs of the client. The client tells the Express Review Coordinator what trades need to be represented at the face-to-face review and the session will be designed accordingly. Plans are not required prior to “building only” pre-submittal meeting. Review staff will review the plans at the face-to-face session and offer verbal comments as well as formal comments to be entered in IRIS and available through the Online Development Center for client review at the close of the business day. These sessions will be charged at $600 per hour for the amount of time needed to complete the review. Payment is due at completion of review.
The projects that qualify for building trades only review can be any of the following:
- New construction
- Additions
- Alterations
- Interior completion
- Change of occupancy
- Alteration to shell
Building Trades Plans review requirements:
- Clients must bring one complete set of plans for every building trade requested at the meeting
- Minimum plan size is 24x36
- Fact finding mission sessions are allowed without formal plans
- Client must pay for review time once the conference is completed, based on $600 per hour
